With housing construction at a crawl and subsidies for affordable shelter in desperately short supply, it's heartening to see a 1,956-unit project fully planned for one of the city's best locations - with an enlightened income mix, 50 percent market-rate and 50 percent low-to-middle-income. It has taken 20 years to get Roosevelt Island's Southtown project through the planning and review maze. Its environmental impact statement is complete, its site is ready, and the Board of Estimate ought to approve its development plan for co-ops and rental units tomorrow.
