Donald Trump and allied civic groups won the conditional endorsement of Manhattan Borough President Ruth Messinger yesterday for a massive plan to develop the old rail yards on the Upper West Side.
Messinger's endorsement, issued with a 69-page analysis of the plan, is expected to help the developer win required approvals from the city Planning Commission and City Council for the 58-acre project, called Riverside South.
Messinger's backing came at a cost: Trump and his allies agreed to a variety of concessions, such as contributing to subway improvements, paying half the cost of maintaining a new city park and marketing at least 10 percent of the proposed 5,700 units at "affordable" prices.
