Gov. Mario Cuomo and Mayor David N. Dinkins were hoping today's dawn would bring a new New York with approval of an $800-million bond act to fund nearly 400 municipal infrastructure projects statewide.
But early today, that hope appeared rather dim. Unofficial returns showed the bond issue trailing at the polls, though the outcome was too close to call. With more than one-third of the state's 15,346 precincts reporting, the "no" vote was 708,092, against 612,430 who voted "yes."
