At the Manhattan end yesterday, a locked metal gate at the top ofthe platform stairs was the only warning to commuters that theRoosevelt Island tramway was shut. The security measure seemed unnecessary. Apparently, island commuters had gotten the word that, like Cinderella's coach, the tram had ceased to operate at midnight. The midnight deadline marked the expiration of the tram's $150 million liability insurance policy.
