IT WAS MAINLY for laughs that Steve Weil decided to publish"Comedians - The 1987 Comedy Almanac," an offbeat directory thatlists hundreds of comedians, agents and comedy clubs, as well as providing tips on how to get involved in funny business. With its bright yellow cover and directory pages, the new 128-page book bears a slight resemblance to the familiar telephone guide. But if you let your fingers do the walking through "The Comedy Yellow Pages" (that's the subtitle), you'll find everything between the covers is aimed at generating guffaws. Of course, the book's emphasis is career-oriented, too.
Weil, 46, is a former stand-up comedian. He boasts that the high point of his life came when the Cavaliers, a musical group he founded, appeared on "Ted Mack's Original Amateur Hour" in 1957.
