Introduction
Recent advances in computer applications have brought radical changes in the way the information is generated, stored, organized, accessed, retrieved and consumed. The developments in information technology have brought ample opportunities for creating and developing electronic information resources particularly the e-journals, which are considered to be boon to the research community. An e-journal is a journal available online or offline containing research papers, review articles, scholarly communications etc. Electronic journals are often referred to interchangeably as "Electronic Serials", "Online Journals", "Paperless Journals", "Virtual Journals", "CD-ROM Journals", and "Electronic Journals". Articles submitted by individuals to the academic and professional community are peer-reviewed by editorial board members of the journal and if deems appropriate for publication than published. Thus, electronic journals are primarily those journals that are published and distributed in electronic format as CD-ROMs or online on the internet. [8] Patil (2004) said that "Consortia are commonly formed to increase the purchasing power of the collaborating institutions to expand the resource availability and to offer automated services. It is a strategic alliance of institutions that have common interests and therefore, it is basically a combination of group of libraries coming together with common interest to form consortium". Thus, a consortium is said to be a cooperative arrangement among groups or institution or an association or society.
UGC-Infonet Digital Library Consortium
UGC-Infonet is the most ambitious project sponsored by the University Grants Commission, Government of India to deliver the fruits of current developments in the information society through varied electronic resources being published by renowned publishers in various academic disciplines for the research community. This consortium is a joint effort of UGC, INFLIBNET and ERNET to interlink all academic universities and colleges of the country and facilitate them with subscription of scholarly electronic journals. The Education and Research Network (ERNET) manages all the infrastructural and bandwidth resources and assures quality service without impediments. The project is funded by UGC with 100 percent capital investment and up to 90 percent of recurring costs. With the application of ICT and use of Internet facilitates to transform learning environment from a mono-dimensional one to a multidimensional one ([3] Information and Library Network (INFLIBNET), n.d.).
