Abstract
Since the establishment of the graded concept for elementary
school organization, periodic attempts have been made to modify its
application.
These modifications have arisen in response to conditions
peculiar to a local situation. Such attempts have become frequent in
the recent past, probably as a result of increasing awareness of weak-
nesses in existing situations and of a generally encouraging atmosphere
regarding change. These attempts have resulted in a proliferation of
organizational plans for purposes of classroom instruction, each pur-
porting to provide the solutions to specific or general problems. The
claims and counter-claims are often as confusing as the multiplicity of
the plans themselves.
