Abstract
This introductory chapter provides background in order to establish a frame of reference to the nature of the problem being investigated. In the first section, the significance of the study is presented and testable hypotheses are formulated. The next section provides a rationale for studying classroom behavior by systematic observation. The third section is presented in order to develop a baseline around the basic assumptions pertinent to the study.
During the school year 1963-1964, a comprehensive survey of the secondary school principalship was conducted by the National Association of Secondary School Principals. 1 The general purpose of the study was to draw a comprehensive picture of the American secondary school principalship. More than 16,000 principals were asked opinions concerning their attitudes toward their positions, on-the-job duties and responsibilities, and current issues in education.
