A man who murdered twice says he will kill again.
The killer will be released from prison next year, and there's nothing the Utah Board of Pardons can do about it.
Board of Pardons Chairman Michael Sibbett said he must set the man free once the inmate's 15-year sentence expires next year.
He refused to identify the prisoner, saying it was not public information.
"The board's worst nightmare is knowing an individual is close to expiring their sentence and is still extremely dangerous," Mr. Sibbett said. "We can notify police that the person is getting out, but after that, our hands are tied."
The inmate told board members he regularly hears voices ordering him to kill.
