Abstract

The need for developmental studies programs at New Jersey community colleges has been demonstrated through statewide student testing. Costs of such programs are high, and the controversial nature of such programs creates difficulties in obtaining additional funds to run and improve the programs. Executive Position Paper I examined developmental studies as a mission of the community college. The general literature on mission was reviewed and state policy documents from New Jersey and other states were analyzed. The paper advocated developmental studies as a legitimate mission of community colleges and recommended arguing for such programs in terms of contemporary political rhetoric, i.e. economic competitiveness and quality improvement. Executive Position Paper II studied incentive funding and advocated a small grants program to provide additional funds and stimulate program improvement for developmental studies programs in New Jersey community colleges. The literature on community college funding and on incentive funding was reviewed. Incentive programs in higher education throughout the country were analyzed. Officials from the New Jersey Department of Higher Education and eight state community college presidents were interviewed. Executive Position Paper III recommended a strategy for implementing the incentive funding grants program for developmental studies. State policy documents were analyzed and interviews were conducted with college presidents and officials from the Department of Higher Education. The paper recommended an implementation strategy based on logical arguments popular with policymakers and on a coalition of parties potentially benefitting from the grants program.
