Abstract

L'objectif de ce projet de recherche est de développer un modèle de comptabilité patrimoniale permettant de caractériser les impacts de l'approvisionnement de la scierie Tackipotcikan à Wemotaci. En adaptant ce modèle au contexte atikamekw, nous voulions créer de l'information sur la manière de pondérer les coûts d'application de diverses méthodes d'aménagement en regard de leurs retombées.

Concrètement, l'approche tient dans la préparation de trois rapports—financier, économique et socio-forestier—qui facilitent la comparaison de trois scénarios d'aménagement forestier. Habituellement, les entreprises appuient leurs décisions sur des considérations financières. Ces rapports nous renseignent davantage au sujet des coûts et des bénéfices associés aux trois scénarios d'aménagement proposés.

Par ailleurs, il existe de nombreux impacts culturels reliés à l'aménagement forestier. Les Atikamekw de Wemotaci vivent à proximité de la forêt et par conséquent, des opérations forestières. Les activités de récolte comportent des conséquences sur les activités traditionnelles qui se déroulent sur le territoire. Les discussions avec les représentants atikamekw ont fait ressortir le besoin d'intégrer ce type d'information. Par conséquent, nous avons ajouté un quatrième rapport qui consiste à intégrer les perceptions des Atikamekw vis-à-vis de l'aménagement forestier en regard de leur mode de vie et de leur intégration aux activités forestières. L'information contenue dans ce dernier rapport est uniquement de nature qualitative. L'idée d'élargir la vision d'un projet au moyen de techniques qualitatives amène une nouvelle façon de concevoir les outils de comptabilité patrimoniale.

Les résultats de cette recherche démontrent qu'il est possible de caractériser les conséquences des différents scénarios d'aménagement forestier dans une vision plus large qu'elle ne l'est habituellement. Les partenaires du projet Tackipotcikan pourront ainsi développer une vision commune plus représentative de la multiplicité des fonctions de la forêt.

The objective of this research project is to develop an asset accounting model to characterize the impacts of supplying the Tackipotcikan sawmill in Wemotaci. By adapting this model to the Atikamekw context, we wanted to create information on how to weigh the costs of applying various planning methods in relation to their impacts.

Concretely, the approach involves the preparation of three reports—financial, economic and socio-forestry—which facilitate the comparison of three forest management scenarios. Usually, companies base their decisions on financial considerations. These reports provide us with more information about the costs and benefits associated with the three proposed development scenarios.

Furthermore, there are numerous cultural impacts related to forest management. The Atikamekw of Wemotaci live close to the forest and therefore, forestry operations. Harvesting activities have consequences on the traditional activities that take place on the territory. Discussions with Atikamekw representatives highlighted the need to integrate this type of information. Consequently, we added a fourth report which consists of integrating the perceptions of the Atikamekw regarding forest management with regard to their way of life and their integration into forestry activities. The information contained in this latest report is only qualitative in nature. The idea of broadening the vision of a project using qualitative techniques brings a new way of designing asset accounting tools.

The results of this research demonstrate that it is possible to characterize the consequences of different forest management scenarios in a broader vision than is usually the case. The Tackipotcikan project partners will thus be able to develop a common vision that is more representative of the multiplicity of forest functions.
