Politiques urbaines et dynamiques spatiales au Gabon. Le cas de Port -Gentil

Abstract

L'étude est centrée sur la question urbaine dans le contexte gabonais qui est marqué par des politiques urbaines inopérantes. Bien qu'héritées du passé et d'inspiration occidentale, ces politiques ont été poursuivies et consolidées par les nouvelles élites nationales au lendemain des indépendances. Après avoir relevé le fait que ces politiques urbaines reposent sur une organisation très centralisée, force est de constater qu'elles ne trouvent pas toujours de traduction spatiale qui puisse donner satisfaction aux différents acteurs impliqués dans la construction de la ville africaine. Il se dégage d'une part, des dysfonctionnements spatiaux et, d'autre part des conflits fonciers qui opposent les stratégies d'acteurs institutionnels aux pratiques quotidiennes de la majorité des populations urbaines. La lutte pour la conquête territoriale entre tous ces acteurs place la question foncière au centre des dynamiques spatiales en milieu urbain africain. À la lumière du cas port-gentillais, des alternatives de développement sont proposées afin d'orienter la reconstruction géopolitique de cette agglomération en s'appuyant davantage sur l'histoire et la culture, voire les réalités locales.

The study focuses on the urban question in the Gabonese context which is marked by ineffective urban policies. Although inherited from the past and of Western inspiration, these policies were continued and consolidated by the new national elites following independence. After noting the fact that these urban policies are based on a very centralized organization, it is clear that they do not always find a spatial translation that can satisfy the different actors involved in the construction of the African city. On the one hand, there are spatial dysfunctions and, on the other hand, land conflicts which oppose the strategies of institutional actors to the daily practices of the majority of urban populations. The struggle for territorial conquest between all these actors places the land issue at the center of spatial dynamics in African urban areas. In light of the Port-Gentillais case, development alternatives are proposed in order to guide the geopolitical reconstruction of this agglomeration by relying more on history and culture, even local realities.
