Abstract: A program development assistance device (1) comprises: a program fragment database (1043) that registers a plurality of fragment side effect lists in association with a plurality of program fragments (F) that correspond to machine elements, the fragment side effect lists listing pluralities of side effects included in the program fragments (F) as pluralities of fragment side effects; a program analysis unit (1041) that analyzes a control program and creates a program side effect list that lists a plurality of side effects included in the control program as a plurality of program side effects; and a similarity retrieval unit (1042) that compares the plurality of program side effects listed at the program side effect list and the pluralities of fragment side effects listed at the plurality of fragment side effect lists and retrieves, as similar program fragments, the program fragments (F) that correspond to the fragment side effect lists for which the pluralities of fragment side effects are included in the plurality of program side effects.
