Abstract

非公募基金會由個人或企業等組織出資設立,資金由設立者或者相關人提供,不得面向社會公開募集。作為政府職能的有效補充的“第三部門”,基金會促進社會整體發展的作用愈發凸顯。目前我國公募基金會多為政府控制或主導,如中國紅十字會等[28];非公募基金會則多由民間社會組織運營,“雙重管理體制”在一定程度上限制了其發展進程,加上國內基金會發展缺乏經驗借鑒,許多非公募基金會合法性困境、資金困境、人力資源困境、治理困境等,非公募基金會的發展面臨各種困難。究竟應該採取何種管理模式,才能突破發展瓶頸,成了非公募基金會運營發展面臨的重要問題。

本文擬綜合運用文獻分析法、案例分析法、問卷調查法和統計分析法等研究方法,在闡述基金會管理模式研究現狀、相關理論知識的基礎上,以吉林省A 基金會為案例,介紹 A 基金會運營管理現狀、分析 A 基金會運營管理存在的問題及 A 基金會管理模式的特點及主流邏輯,進而提出吉林省 A 基金會運營管理的改進策略,最後總結出中國非公募基金會管理模式的發展趨勢。通過本文的研究,一方面可以完善當前非公募基金會的相關研究,彌補非公募基金會管理模式研究的不足;另一方面,可以為吉林省 A 基金會管理模式的優化提供參考,為非公募基金會的運營管理實踐提供一些借鑒,加快非公募基金會的專業化、職業化進程。

The private foundations are established by individuals, enterprises and other organizations. Funds shall be provided by the founder or related persons and shall not be publicly raised. As the "third sector", an effective complement to government functions, foundations play an important role in promoting the overall development of society. At present, most public foundations in China are controlled or led by the government, such as the Red Cross Society of China. The private foundations are mostly run by civil society organizations, and the "dual management system" has limited their development process to some extent. In addition, domestic foundations don’t have enough experience and many private foundations face difficulties in legitimacy, funding, human resources and governance. What management mode should be adopted to break through the bottleneck of development has become an important issue for the operation and development of private foundations.

This thesis intends to use literature analysis, case analysis and other research methods. On the basis of the research status of foundation management mode and relevant theoretical knowledge, taking “A Foundation” in Jilin Province as an example, this paper introduces the operation and management status of “A Foundation”, analyzes the existing problems in the operation and management of “A Foundation”, and the characteristics and dominant logic of the management mode of “A Foundation”, and then puts forward the improvement strategy of the operation and management of “A Foundation” in Jilin Province. Finally, it summarizes the development trend of the management model of public foundations in China. According to the research of this thesis, on the one hand, this study can improve the current research on private foundations and make up for the lack of research on the management model of private foundations. On the other hand, it can provide reference for the optimization of the management model of “A Foundation” in Jilin Province, provide some reference for the operation and management practice of private foundations, and accelerate the specialization and professionalization process of private foundations
