Abstract: The present invention reliably collects data in accordance with requirements while preferentially using a communication means desired by a user. A data collection device 200 for collecting data includes: a data acquisition unit 204 for acquiring the data; a transmission unit 210 corresponding to a plurality of communication means (211, 212, etc.) for transmitting the acquired data to a data collection server 100; a priority order setting unit 202 for setting, for each set of the data, a priority order for use of the plurality of communication means; and a use plan setting unit 201 for setting, for each set of the data, the usability of the plurality of communication means on the basis of the priority order. The transmission unit 210 transmits the data via the communication means that is set to be usable by the use plan setting unit 201.
