THE Transport Ministry sometimes works in weird and wonderful ways. Having been invited to test Yamaha's CY50 Jog scooter/moped, I noticed, for starters, that the seat is not suitable for two passengers; it's what's known in the trade as a "one-and-a-half."
The manufacturers have placed in a prominent position in front of the speedometer a sticker reading, "Never carry a passenger. You increase your risk of losing control if you carry a passenger."
But the official vehicle license issued by the Transport Ministry for the Yamaha scooter reads: "Number of passengers allowed in addition to the driver: 1." In other words, our Transport Ministry has overruled Yamaha, who designed and built the vehicle. All my efforts to obtain an official comment from the Transport Ministry failed. I was shuffled from the official spokesman to the licensing department and back again.
