LA INTELIGENCIA ARTIFICIAL (IA) EN EL MARCO DE LA DEMOCRACIA DIGITAL

Abstract

The technological advances of recent years have allowed humanity to reach social and economic levels, as well as well-being, never before achieved. Connectivity and the development of systems and data processing have reached dimensions unimaginable in previous centuries, including the creation of machines and systems that resemble the functioning of the human mind, with great potential to impact life on the planet. Democracy has also received these influences, which have expanded the political scenario, the interaction between people and the State and participation, and which allow us to affirm the arrival of a new political scenario: digital democracy. Many state services have been benefited by the application of recent technological advances: the identity of people, the interaction between individuals in the state and the systematization of electoral systems. The artificial intelligence (IA), since its origins in 1943, has made significant advances in recent years, with technological processes that facilitate private and public tasks, with great benefits, but also with countless risks and difficulties, which must now be analyzed, to prevent the unfavorable consequences that its use may generate.

Los avances tecnológicos de los últimos años le han permitido a la humani-dad alcanzar niveles sociales y económicos, como de bienestar, nunca antes logrados. La conectividad y el desarrollo de sistemas y procesamiento de datos han alcanzado dimensiones inimaginables en los siglos precedentes, entre ellos la creación de máquinas y sistemas que semejan el funciona-miento de la mente humana, con un gran potencial de impacto sobre la vida en el planeta. La democracia ha recibido también estos infujos, que han ampliado el escenario político, la interacción entre las personas y el Estado y la participación, y que permiten afrmar el arribo a un nuevo escenario político: la democracia digital. Muchos de los servicios estatalesse han visto favorecidos con la aplicación de los recientes avances tecnoló-gicos: la identidad de las personas, la interacción entre los particulares del estado y la sistematización de los sistemas electorales. La inteligencia artifcial, desde sus orígenes en 1943, ha tenido avances signifcativos en los últimos años, con procesos tecnológicos que facilitan las tareas privadas y públicas, con grandes benefcios, pero también con un sinnúmero de riesgos y difcultades, que desde ya deben ser analizados para prevenir las desfavorables consecuencias que pueda generar su utilización.
