Abstract

While discussions of the risks and opportunities of AI have been ongoing for many decades, the rapid and unplanned adoption of GenAI on a global level, including within the humanitarian sector, suggests that this technology has a transformative but unpredictable impact on the sector. Metaphors play a role in power struggles, for example, by buttressing arguments about technological determinism, where technology, due to its nature, is portrayed as difficult or impossible to control (Winkel 2024). [...]the rise of “AI creep” will likely result in mission creeps for aid actors or data function creeps beyond humanitarian mandates.3 A new configuration of the digital shadow—I am tentatively calling this “humanitarian AI shadows”—can produce adverse effects through a combination of the problem of marginalization and invisibilization of individuals or groups (due to their geography, lifestyle, gender, or less datafied lives4) and strategy and capacity gaps hampering change and adjustment within humanitarian organizations. According to their vision of technology, digital tools come without politics and skirt justice and distribution agendas.
