This paper examines how Andalusia, Spain, can improve the subnational conditions for implementing more environmentally sustainable mining projects while enhancing regional development benefits. The paper provides guidance to strengthen the mining regional ecosystem across five pillars: the regional policy framework; mining governance, with a focus on permitting and social acceptance; the regional labour market; innovation and circularity; and infrastructure.
