Abstract

The relationship between papal and episcopal authority has evolved over the past two millennia. It has been shaped by theological and canonical developments, practical needs in governance, Church councils, and responses to historical challenges. The exercise of papal authority over diocesan bishops seems to represent one of the most nuanced theological and canonically significant aspects of ecclesial governance in the Catholic Church.
