The procedures as permits and licenses without the use of an automatized system, it has shown constant delays and long lines at the office of the parts table, generating discomfort in users, in Ilo city, Moquegua from UGEL Ilo. The objective was to develop and implement a system called "SIGEAD" and optimize the attention of procedures according on periods and aims. The research was pre-experimental of a quantitative approach with a convenience sampling design selecting 28 users; for software development, was applied the architecture pattern Model View Controller development, was used the Java programming language, with a database in MySQL, the statistical analysis was performed using the Shapiro-Wilk and Wilcoxon tests at a 95% confidence level. The results demonstrated that when implementing of the system there was significant difference between the pretest and posttest with a significance value of p = 0,000 through the Wilcoxon signed-rank test. In the development of the registration module also obtained the value of p = 0,000. The permit and license module reflected improvements with a median score of 4,00, ranging from 1,00 to 5,00 on the Likert scale. The implementation of notifications, claims and comments showed positive results, with a significance level of p = 0,000. It was concluded that the developed system allowed to optimized significantly the institution's procedures, improving efficiency and reducing waiting times.
