Abstract

Este texto aborda en perspectiva histórica y desde el institucionalismo sociológico la forma en la que surgió el Consejo Económico y Social en España, una entidad típica de los Estados del bienestar europeos pero que no se desarrolló por completo hasta bien avanzada la consolidación democrática. Desde los primeros debates constitucionales la iniciativa estuvo caracterizada por un alto grado de influencia europea y se vinculó a la planificación económica. Las dificultades que ello acarreaba en un contexto de cambio del modelo productivo hizo que los casos de los países del entorno supusieron ejemplos aspiracionales, sobre todo el caso de Italia, pero la idea principal es que no se abogó por seguir un modelo concreto, ni hubo una agenda predeterminada para ello. En su lugar, la situación interna de España y el contexto internacional de cambio en los Estados del bienestar hicieron que los gobiernos del PSOE y los interlocutores sociales optaran, desde el punto de vista organizativo y administrativo, por un modelo parecido al del Comité Económico y Social de las Comunidades Europeas pero adscrito a las particularidades económicas de España.

This article examines, from a historical perspective and through sociological institutionalism, the emergence of the Economic and Social Council in Spain, a typical entity of European welfare states that did not fully develop until the consolidation of democracy. From the early constitutional debates, the initiative was characterized by a high degree of European influence and was linked to economic planification. The challenges posed by this, in a context of shifting productive models, made the cases of neighbouring countries aspirational examples, particularly Italy. However, the main idea is that there was no advocacy for following a specific model, nor was there a predetermined agenda for its establishment. Instead, Spain’s internal situation and the international context of change within national welfare states led the PSOE governments and social partners to opt, from an organizational and administrative standpoint, for a hybrid model inspired by the French case and the Economic and Social Committee of the European Communities but according to the particularities of the Spanish economy.
