During the Council's last legislative session on October 23, 1984, I introduced several key amendments to Bill 5-225. The Utility Regulatory Clarification Act of 1984. The purpose of Bill 5-225 is to clarify the relationship between the Public Service Commission and the Office of People's Counsel, which represents consumers in matters affecting utility services.
The principal amendment I offered, which was subsequently withdrawn, was an amendment establishing a Consumer Utility Board, which would give consumers greater participation in hearings involving changes in gas, electric, and telephone rates. The Consumer Utility Board would also educate consumers on utility issues. I intend to introduce this amendment as a separate piece of legislation at a later date.
