Rock Hill aldermen have agreed to a redevelopment project on 16 acres on the northwest corner of McKnight and Manchester roads that will depend on the tenants the developer, Sansone Group, can find for it.
Rock Hill will provide up to $7 million in tax-increment financing for the project. The cost of the project will depend on what is built.
The arrangement is unusual. Typically, municipalities provide tax- increment financing for a proposal that includes a site plan with specific buildings for stores and offices.
