ABSTRACT
Human security is a relatively new concept that cause changes in international relations because it focuses on individual security over the state security. To cope wih new security threats to security and human security in paricular the involvement of international actors is necessary to regulate relations between states and to apply universal values. International organizations have adopted different positions wih respect to human security, or attaching itself to the concept entirely, or just adopting its spirit. Important is that, regardless of the position adopted, international organizations play a significant role in increasing the emphasis on individual and its security in the new security environment.

1. Introduction
Human security, proposing rethinking the concept of security in relation to human and not to the state, highlights a new methodology and approach that exceeds and embarrass Westphalian ordering logic, structure and determine the functioning of contemporary international relations [1]. It provides new means and generates significant changes in international practice to prevent, cure and eliminate security threats.
By constructing a right of international relations through human security will not only adjust the relations between states in the respect of state sovereignty but will also defend core values and solidarity, favoring individual sovereignty and not favoring the state. The concept of human security framework is presented as a reevaluation of the contemporary meaning and signifcance of sovereignty. The approach focused on human security reverses the logic of sovereignty, the only purpose of founding a true power of the state. Governments are instruments of citizens to improve the wellbeing of people and no government can not assert its right to sovereignty and legitimacy if his actions affect human dignity [2]. The concept of sovereignty now rivals with that of responsibility. Sovereignty no longer means the imposition of power but the responsibility to protect a people in its territory, and if not the international community is asked to take on this task and decide what to do.
Human security means protecting vital freedoms. It means protecting people from critical and pervasive threats and situations, building on their strengths and aspirations.
