The Southwestern Electric Power Co. unit of American Electric Power Co. Inc. is optimistic about building its coal-fired John W. Turk Jr. power plant in Arkansas, despite years of intense opposition and numerous problems obtaining regulatory approvals, said AEP official Venita McCellon-Allen.
McCellon-Allen, executive vice president of AEP West, spoke Oct. 7 at the American Coal Council meeting in Williamsburg, Va. She presented the Turk project as a case study in how difficult it is to get a coal plant permitted and built in the current regulatory climate in the United States.
