ABSTRACT
Background and purpose. In defining the best means to act in the sport management, we aim at identifying two important issues in the sport activity and its development, namely efficiency and efficacy
Methods. In terms of the methods used, we highlight the narrative review. Therefore, we analyze the different theoretical explanations regarding the manager's efficiency and efficacy in the sports activity.
Results and conclusions. We draw the conclusions that these explanations claim validity for the sports activity and its management. Nevertheless, the manager's activity could not be separated from efficiency and efficacy.

In order to talk about this concept, we must first identify the manager's role, on the one hand and also the sports' manager, on the other hand. Subsequently we may analyse the means a manager should use time, in order to integrate in the European system and invent what others have already had for a long time, namely sports manager.
The manager, as it is well known, represent the person benefiting from double specializations, who is capable of fulfilling two tasks: efficiency and efficacy.
As an efficient manager, the specialist in our field ( military physical education and sports) must be aware of what he must do, and as an efficient manager he must also know how to to the right thing.
Another definition on efficiency is the one known as the Hedonist principle: reasoning the effort and prograrnming the effort as to register the best results, with less energy, less motive and intellectual efforts;
According to Professor Henry Mintzberg, a manager fulfills three main roles, as following:
1. Inter-personal role - where he can be:
The representative figure - the manager must be acknowledged and accepted as a representative figure of the team.
Leader - the manager must be acknowledged his authority and competence as a result of his international value and skills acquired as a result of his experience and practice of a sports discipline.
Contact person. For the hierarchic superior, the manager represents the connection with the team, his team, subalterns; he expresses and supports their personal ideas and concepts, while for his team the manager represents the connection to superior staff.
