A Qualitative Study of High Student Achievement in a Rural Appalachian Region: Perceptions of Selected Superintendents

Abstract

This qualitative study was based on grounded theory and used purposive sampling for selecting participants. The sample for this study included 12 of the 16 superintendents in this region. This rural Appalachian region has historically outperformed the remainder of the southeastern state on reading and math achievement tests at the elementary and middle school levels and end-of-course tests at the high school level. Using the results of the study, two overarching themes were identified as critical factors that enhanced student achievement: culture and leadership. From these two themes, eight sub-themes were discovered including (a) parent and community expectations and support, (b) homogeneous culture, (c) sense of belonging, (d) organizational structure, (e) community and state programs, (f) leadership characteristics, (g) leadership practices, and (h) superintendent tenure.
