The Warriors signed 6-foot-9 Billy Owens to a seven-year contract worth $19.6 million less than 24 hours after acquiring the rights to negotiate with the forward from the Kings for guard Mitch Richmond, center Les Jepsen and a second-round draft pick in 1995. . . .
