Recognizing that the complexion of immigration to the United States had changed drastically over the past decades and that large-scale population migrations were becoming a pressing global concern, Congress authorized the Select Commission on Immigration and Refugee Policy to undertake the first comprehensive re-examination, between 1979 and 1981, of America's immigration policy. This collection contains the key internal records of the commission, as well as voluminous supporting materials that were written and compiled by the professional staff of the commission and by hundreds of experts from the public and private sectors. Noteworthy among the commission's files are scores of working papers, briefings, and background reports on subjects that vary from the foreign policy implications of U.S. immigration laws to the constitutionality of social services for immigrants.
