Abstract

[...]few big cities have the ability to track how their reforms are being put into practice or whether they are ultimately improving student learning. [...]the efforts of the school board and superintendent have been focused on the accountability function: supporting schools that perform well, assisting schools that are earnestly struggling to improve, and creating alternatives to failed schools and ineffective central-office initiatives.
