Abstract

The article focuses on the significations present in a federal public institution, where two state organization, an extinct and another created to replace it, have civil servants remaining and new acting jointly. This situation was eventually generate a cultural circularity whose behaviors are associated with different meanings attributed to organization abolished by decree and his old civil servants. The method of case study and content analysis allowed the uncovering of predominantly negative views by the old servers about themselves and the servers of the new organization on those remaining. The coexistence of these significations can generate tensions and at the same time the configuration of positive and/or negative cultural changes.
