Abstract
This paper shows national policy limitations on science, technology and innovation as economic and social development specially in Atlántico (Colombia) considering that Science, Technology and Innovation (CODECTI) has played a very limited role although there are social sectors which know aware of their importance and knowledge management, while the economy and growth have excelled in certain situations. This process has happen due to several factors, both among 1850 and 1930 as now, at the beginning of XXI century, when the term of Free Trade Agreement with United States of American has increased investors expectations.
