Abstract

Resumen: El Gobierno Abierto procura mejorar la provisión de servicios públicos con transparencia, rendición de cuentas y participación. Se analizan los Compromisos de Gobierno Abierto en educación en América Latina y el Caribe buscando establecer si atienden aspectos sustantivos o accesorios de las políticas educativas. Se construyó un corpus de 51 compromisos entre 2011 y 2016. Se analizaron y clasificaron según país, temática y dimensiones de calidad educativa. Resultados: existe variación regional; los compromisos se concentran en las dimensiones de acceso a internet, monitoreo al gasto educativo, “eficiencia” y “equidad”. Se consideran las potencialidades y límites del gobierno abierto para incrementar la transparencia, participación y rendición de cuentas en la educación y se propone una agenda de investigación futura.

Open Government seeks to improve the provision of public services with transparency, accountability, and participation. Open Government Commitments in education in Latin America and the Caribbean are analyzed to determine whether they address substantive or accessory aspects of education policies. A corpus of 51 commitments was constructed between 2011 and 2016. They were analyzed and classified by country, subject and educational quality dimensions. Results: regional variation exists; commitments are concentrated in the dimensions of Internet access, education expenditure monitoring, “efficiency” and “equity.” The author considers the potential and limits of Open Government for increasing transparency, participation, and accountability in education and proposes a future research agenda.
