МЕТОДИЧНІ ЗАСАДИ АНАЛІЗУ ТА ЗАБЕЗПЕЧЕННЯ ЕКОНОМІЧНОЇ БЕЗПЕКИ ПІДПРИЄМСТВ АВІАЦІЙНОЇ ГАЛУЗІ

Abstract

У статті привернуто увагу до проблематики управління і забезпечення сталого стабільного функціонування й розвитку підприємств, які спеціалізуються на наданні послуг авіатранспортних перевезень пасажирів і вантажів. Метою статті є узагальнення та подальший розвиток теоретико-методичних і прикладних засад аналізування та забезпечення економічної безпеки підприємств авіаційної галузі. Надано авторське визначення поняття економічної безпеки підприємств авіаційної галузі. Констатовано, що провідними аспектами цього поняття є стан захищеності та реалізації економічних інтересів стейкхолдерів від внутрішніх і зовнішніх загроз, реалізації завдань функціонування і розвитку підприємств. Ідентифіковано специфічні характеристичні ознаки економічної безпеки підприємств авіаційної галузі, що має свою специфіку порівняно з іншими видами економічної діяльності. Проаналізовано такі елементи економічної безпеки підприємства авіаційної галузі, як змістова характеристика безпеки, її поняття, складові, методика аналізування, ідентифікація ризиків та загроз, побудова системи управління та гарантування безпеки. Показано, що алгоритм аналізування економічної безпеки авіатранспортних підприємств передбачає проходження наступних етапів: встановлення мети, розрахунок показників поточного стану, формування індикаторів і встановлення їх граничних значень, оцінка внутрішніх і зовнішніх загроз, проведення ресурсно-функціонального аналізу, формування висновків і планування заходів з посилення економічної безпеки підприємств авіаційної галузі. Визначено стратегії та форми політики забезпечення економічної безпеки підприємств авіаційної галузі. Йдеться про такі аспекти, як внутрішнє інституційно-правове забезпечення управління безпекою, інституціалізована система управління якістю в сфері гарантування економічної безпеки підприємств авіаційної галузі, стратегія і тактика, форма управління безпекою (договірна, матрична, комплексна), система інституційно-організаційних, економічних та інформаційних механізмів і засобів.

The article draws attention to the problems of management and ensuring sustainable stable functioning and development of enterprises specializing in the provision of air transportation services for both passengers and cargo. The aim of the article is to generalize and further develop the theoretical, methodological and applied foundations of analysis and ensuring the economic security of enterprises in the aviation industry. The author's own definition of the concept of economic security of aviation industry enterprises is provided. It is stated that the leading aspects of this concept are the state of protection and implementation of economic interests of stakeholders from internal and external threats, implementation of tasks of functioning and development of enterprises. The specific characteristic features of the economic security of enterprises in the aviation industry, which has its own specificity in comparison with other types of economic activity, have been identified. Such elements of economic security of an enterprise in the aviation industry as the content characteristics of security, its concepts, components, methods of analysis, identification of risks and threats, construction of a management system and security assurance are analyzed. It is shown that the algorithm for analyzing the economic security of air transport enterprises involves the following stages: setting a goal, calculating indicators of the current state, forming indicators and setting their limit values, assessing internal and external threats, conducting a resource-functional analysis, forming conclusions and planning measures to strengthen the economic security of aviation industry enterprises. Strategies and forms of policy for ensuring the economic security of aviation industry enterprises are defined. The author considers such aspects as internal institutional and legal support of security management, institutionalized quality management system in the field of ensuring the economic security of aviation industry enterprises, strategy and tactics, form of security management (contractual, matrix, complex), system of institutional and organizational, economic and information mechanisms and means.
