Abstract
The understanding of planning instruments and their relationship with health promotion in the context of the Brazilian health system is a relevant object of study, considering the need for coordinated strategies, a unified planning culture, and the contributions that such an approach brings to managers' decisions. This scoping review aims to map scientific production on planning tools and health promotion in the context of the Brazilian health system. The report of the review follows the recommendations of the Joanna Briggs Institute and is structured on the Preferred Reporting Items for Systematic Reviews and Meta-Analyses extension for Scoping Reviews checklist. The survey was carried out in white and gray literature from eight information sources (six databases, one virtual library, and one electronic search engine). The review highlighted that health plans are the most frequently mentioned planning instruments in the sample analyzed. It was also evident that these devices incorporate themes that are not initially considered a priority by the National Health Promotion Policy. This review serves as a basis for understanding how these instruments are used by managers to implement the priority themes proposed by the National Health Promotion Policy in Brazil.
