Abstract
We analyzed status of global ivory smuggling by using the data of seized ivory smuggling cases all over the world published by the Elephant Trade Information System(ETIS)from 1989 to 2009.The analysis indicated that global ivory smuggling will remain at a high level.More countries will be involved in global ivory smuggling.Law enforcement efficiency of African elephant range states is low.As major consumers of ivory,Europe and North America are always ignored.The consumption of ivory in China is excessively addressed.We recommend the following countermeasures for the global fight against ivory smuggling: The fight against ivory smuggling is a global problem,so all countries in the world should unite to deal with it; The elephant range states should establish effective mechanism and mobilize the enthusiasm for the protection and enforcement; Ivory consumption states should provide financial assistance and technical support to vigorously fight against the domestic illegal trade.
