The Ranchers-Cattlemen Action Legal Fund, R-Calf, petitioned the U.S. Department of Commerce in October 1998 because they believed that Canadian Wheat Board actions in the feed barley market effectively subsidized Canadian cattle feeders and allowed them to export low cost cattle into U.S. Markets.
