INTRODUCTION
In the post reform period, India's economic growth has improved significantly and placed India as one of the fastest growing economics in the World. This situation was applicable to Tamil Nadu also. Apart from other social problems like poverty, health care and education, the problem of unemployment is also addressed in a serious manner. The increasing population, the active age group in particular, pressurized the policy framers to design suitable methods to absorb the new entrants, giving importance to the weaker sections like females and youths particularly to the educated, jobless growth became a key concern for the Tenth plan period against the backdrop of the Survey results of NSS 55th Round on 'Employment and Unemployment, 1999-2000', which indicated a very low growth of employment (0.98%) compared to that of 1993-94 (2.04%), at the All India level. Similarly, the employment growth rate in the State also had a deceleration form 1.74 percent in 1993-94 percent in 1999-2000.
