The highest-grossing film of 2000, How the Grinch Stole Christmas, was available by videodisc copy on China's black market within a week of the movie's release for only $1.20 each. Critics have questioned the seriousness of government action in light of the fact that the videodisc piracy industry has driven down the value of both discs and disc players.
