Abstract

Recent globalization and technological changes have produced significant changes in consumption patterns, in which online shopping is becoming increasingly more important. This article aimed to analyze the most important issues related to the level and quality of consumer protection in 27 EU countries in the period 2008-2012. Initial data were collected from the European Commission for each member state of the 27 EU countries. For this scope, the authors have chosen the most important five consumer indicators, which are the components of the Consumer Conditions Index: the protection perceived by consumers, illicit commercial practices, product safety, consumer complaints, and the redress measures. In order to capture the impact of illegal commercial practices and redress measures on the protection perceived by the consumers, they have realized panel regressions with cross-section fixed effects. Comparative statistical analyzes were also performed. The results reflect the correlations between the analyzed indicators, and a comprehensive scan of how these indicators developed in territorial profile within the EU.
