Abstract

The end of the cold war brought about an unprecedented opportunity for the redefinition of the concept of security. On the other hand, the collapse of the Soviet Union and the East-European block gave birth to "triumphant" perceptions amongst the western elites. It also disseminated the debate about the "end of history", characterized by the assertion of liberal ideas in regard to the free market, electoral democracy and individual liberty. In this context, the recent debate about security takes place within a frame of reference restricted and conditioned by the neo-liberal economic policies, with a tendency towards socioeconomic polarization. At the same time, two post-positivist currents of thought emerged from within the theory of international relations, supporting a critical analysis for the reconstruction of the notion of security. This critical theory focuses, in a first approach, on the need to take into account the inequalities between a "prosperous capitalism" and a "poor capitalism" and locate the national and the international socioeconomic tensions, which might contribute to anti-hegemonic tensions. The second approach, the post-modern or post-structural), rejects the narratives based on a linear progress as well as the conceptual dichotomies which typify great part of the debate on security, emphasizing the need for greater equity and forms of democracy which would allow for greater participation.
