Abstract

Since 1980, fatalities from dwelling collapses, for which an absence of earthquake engineering may be held responsible, average 18,300 a year. Sadly, these figures have no predictive value. [...] even if corrupt practices were eliminated, many present-day impoverished nations will have inherited a building stock that to some degree incorporates the products of corrupt practices.
