The aerial photo on the cover shows the Crooked Spring Water Treatment Plant, backwash lagoons, and its 500-kilowatt solar array for the Chelmsford Water District. The iron and manganese filtration plant was constructed in 2006. The solar array went into service in 2010. The cost of the solar project was $3 million and was completely funded by a federal stimulus grant through MassDEP under the American Recovery and Reinvestment Act (ARRA).
