Abstract
The modern history of Europe is built on the base of bicameralism, with a tradition of each State in this respect.
The analysis from historical perspective highlights the bicameralism as a need multilayered society interms of wealth and reputation.
The issue regarding bicameralism can be a long discussed one, and their theories are various. This study attempts to cover the primary discussions around this topic by referring to European models.
Federal States rely on recognition of diversity, which was almost invariably implemented federal within legislatures institutions: a first majority chamber and non-majority representation of regional interests inside the second chamber.
The implementation of bicameral system within unitary states indicate the degree of decentralization which they reach in the modernization of the state and trend for regional autonomy, items requiring separate representation within the national legislature.

1. Introduction
The bicameralism, in contemporary meaning, appeared in England of XIV century in the following centuries, becoming a model for the West. If in Antiquity the mixed government wars referring to decisions making (enactment) by the three powers (legislative, judicial and executive), it became an attribute of legislative power, the principles of mixed governance being applied in this respect.
The bicameralism has three-dimensionally evolved: bicameralism with strong upper chambers from lawful and political point of view, effective or forceless upper chambers and congruent bicameralism.
There are two major averments for bicameralism bicameralism in search of a mechanism (a firm of institutional organization) and bicameralism prcmoting a mechanism (such as the British Parliament). The essential idea is to provide the veto of component chambers so there is no risk of a single chamber domination (represented by a certain socia status) over the other when legislating on economic, social or political matters.
If we refer to bicameralism as yet undefined mechanism, one chamber is directly elected by the population, whilst the selection method or the upper chamber election varies. This will represent interests of the sub-units or of political units, gone off the mixed government meaning of the Anglo-Saxon.
Most of the upper chambers of bicameral legislatures represent someone in particular or specific interests, but never people [1].
