Abstract

This article is based on a detailed study of the Pan-American Operation (OPA), the principal diplomatic initiative of the Juscelino Kubitschek government (1956-60), in the context of Brazil's foreign policy in the period. As guidelines for the analysis, the author has attempted, on one hand, to link the external conditioning factors which set bounds for the Brazilian diplomacy, pointing out the power relations in the inter-American sub-system, as well as the divergences between the United States and Latin America on the different priorities given to security and economic development. On the other hand, the article has sought to outline the internal factors associated with the launching of the OPA, with a special emphasis on political formulation, intra-governmental conflicts and on demands originating from the economic policy. Finally, it points out the attainments and limitations of the Brazilian initiative, emphasizing its novelty while linking the themes of development and multilateralism into a coherent foreign policy discourse.
