ABSTRACT
The present paper aims at highlighting a general perspective on the human security concept, thus underlying its continuous developing. The human security concept, initially related to physical security has evolved in a broader manner. Nevertheless, it refers to a fundamental change according to the traditional analysis of the security, in terms of international relationships aiming at the rightful State, which is mainly a priority. In this context, the human beings and their complex relationships become priorities. The security concept aims not only at the state or community, but also at the human being itself. Nevertheless, the human security includes the political, economic and social dimensions that allow the human being to live free from risk and fear.

More than ever, at the beginning of this millennium, the human security became a social desideratum, which led to new contradictions and arguments, when the states project their own security strategies. It is all about human being security, about food security, energetic security and about environment one and political security, but we notice that all these delimitations of the security phenomenon aim at the individual himself, in other words at human security. All the security components are subjected to the human being himself, to the human security concept as it gets more and more valences.
The human security concept is more and more concerned with the international communication, in terms of regulating and implementing the concept. Either on international organizations, European Space or ONU, or on state entities, all these try to find the best conjugated or individual efforts on individual security.
The State as the main guarantee on the international scenery must provide the benefic climate in order to benefit from its members' development, but also from all the other components on human security concept.
Apparently new, there is no unanimously accepted definition on the human security concept, but different opinions, which are to be coordinated in time.
The specialized literature reproaches this concept that its supra-natural dimension is too ambiguous; that the human security concept goes beyond the state's integrity self-gradation; that there is a weak difference of the concept agenda compared to the human rights one; that there is a deep confusion between the human security...
