Economy of Southern Russia: Features of Functioning and Prospects of Development

AbstractThe article presents the results of an analysis of the economic situation of the Southern Russian macro region and discusses the current problems of its development and potential threats. In addition, it shows the possibilities of solving problems by stimulating the modernization of leading branches of regional economy, support of territorial and sectoral clusters and realizing innovative potential.

Specificity of the socioeconomic development of southern Russia: basic positions, features, and problematic points
In this article, the concept of Southern Russia relates primarily to the regions in the Southern Federal District (SFD). In accordance with the administrative division, the Southern Federal District includes six subjects of the Russian Federation, i.e., the Republic of Adygea, Republic of Kalmykia, Krasnodar Krai, Astrakhan, Volgograd and Rostov oblasts. The terri tory of the Southern Federal District is 420900 km2(2.5% of the area of the Russian Federation); by the end of 2013, the population was 13964000 (9.7% of the population of the Russian Federation) and, in 2012, the gross regional product reached a value of 3163.2 billion rubles (6.3% of the total GRP of regions of Russia) [1, 2].
At the same time, it should be noted that a number of researchers, such as A. G. Druzhinin, believes that southern Russia should be investigated in a wider con text, i.e., in conjunction with the republics of the North Caucasus and Stavropol krai, included into the North Caucasian Federal District (NCFD). In his view, the separation of the SFD and the NCFD is methodologically incorrect, instrumentally impossi ble, and futile because many of the features and trends of development are typical for macro regions [1].
