Erken Çocukluk Özel Eğitiminde Aile ve Personel İş Birliği

Öz

Giriş: Erken çocukluk dönemi çocukların gelişimlerini desteklemek için kritik bir dönemdir. Özel gereksinimli çocukların gelişiminde sunulacak desteklerde, aileler ve hizmetlerden sorumlu personellerin rolü kilit noktadır. Bu araştırmada paydaşların iş birliği süreçleri, aile-personel ve personel-personel iş birliği bağlamında incelenmiştir. Yöntem: Katılımcılar bir özel eğitim merkezindeki 12 personel ve yedi ebeveyndir. Nitel araştırma yöntemlerinden olgu bilim deseninde gerçekleştirilen araştırmanın verileri yarı yapılandırılmış görüşme tekniği ile elde edilmiş, içerik analizi ile analiz edilmiştir. Bulgular: Bulgular; iş birliği deneyimleri, aile katılımı ve ihtiyaçları, erken çocukluk özel eğitimi, personel, kurum özellikleri, görüş ve öneriler başlıkları altında ele alınmıştır. Altı ana tema ve 18 alt temaya ulaşılmıştır. Tartışma: Araştırmanın bulguları alanyazında özel eğitim hizmetlerinde iş birliği sürecini inceleyen araştırmaların sonuçlarıyla tutarlıdır. Ailelerin bilgi ve sosyal destek gereksinimlerini karşılamada, kurumun fiziki özellikleri ile yasal düzenlemelere göre işleyişi, personel yeterlikleri etkili olmaktadır. Özel gereksinimi olan çocukların erken tanı ve değerlendirme sonucu eğitime başlama süreçlerinde aileler, farklı alanlarda uzman personel ile iş birliğine ihtiyaç duymaktadır. İş birliğinin sürdürülmesinde aileler ile özel eğitim kurum yöneticileri ve personelin rolü kritiktir. Aile katılımının önemi doğrultusunda ebeveynlerin bilgi, sosyal ve psikolojik destek gibi ihtiyaçları karşılanmalıdır. Aile katılımı erişilebilir dijital tabanlı iş birliği programları aracılığıyla desteklenmeli, personelin mesleki becerileri geliştirilmeli, kurumların fiziksel özellikleri iyileştirilmelidir.

Abstract

Introduction: Early childhood is a critical period for supporting children's development. The role of families and the staff responsible for the services is crucial in supports to be provided in the development of children with special needs. In this study, stakeholders' cooperation processes were examined in the context of family-staff and staff-staff cooperation. Method: The participants are 12 staff and seven parents at a special education center. The data of the study, which was conducted in the phenomenological design of qualitative research methods, were obtained with the semi-structured interview technique and analyzed with content analysis. Findings: Findings were discussed under the titles cooperation experiences, family participation and needs, early childhood special education, staff, institution features, opinion and suggestions. Six main themes and 18 subthemes were reached. Discussion: The findings of the study were consistent with the findings of the studies examining the cooperation process in special education services in the literature. Physical features of the institution, its operation in accordance with legal regulations and the staff's efficiency are effective in meeting families' needs of information and social support. Families need cooperation with staff expert in different fields in the process of starting education of children with special needs after early diagnosis and evaluation. The role of families and the directors and staff of the special education institutions are critical in maintaining the cooperation. Parents' needs such as information, social and psychological support must be met in line with the family participation. Family participation should be supported through accessible digital-based cooperation programs, professional skills of staff must be developed, and the physical features of institutions must be improved.

Giriş

Erken çocukluk özel eğitimi (EÇÖE), özel gereksinimi, gelişimsel açıdan geriliği olan ya da risk altında bulunan 0-8 yaş arasındaki çocuklar ve ailelerine sunulan hizmetlerdir (Odom & Wolery, 2003). EÇÖE ailelerin ve çeşitli personelin iş birliğini gerektiren bir hizmet alanıdır; bu dönemde çocukların gelişimlerini desteklemek için iş birliği yapmanın önemi vurgulanmaktadır (Turner, 2017). Kritik bir dönem olan erken çocukluk döneminde özel gereksinimli çocuklar ve ailelerinin eğitiminde, aile ve personelin koordineli çalışmaları önem taşımaktadır (Anderson vd., 2003). Araştırmalar, beyin işlevleri ve beynin yapısı açısından doğumdan sonraki ilk beş yılın oldukça önemli olduğunu göstermektedir. Bu dönemde beynin fiziksel gelişimi neredeyse %90 oranında tamamlanmaktadır (Huttenlocher, 1994). Erken çocukluk döneminde çocuklar dil, akademik, sosyal ve duygusal açıdan hızlı bir gelişime sahiptir (Colker, 2014). Bu yönüyle kritik bir dönem olan erken çocukluk döneminde, çocuklara ve ailelerine sunulan nitelikli hizmetler ve hizmetlere erişim oranı da önem taşımaktadır (The United Nations Educational, Scientific and Cultural Organization [UNESCO], 2014; United Nations International Children's Emergency Fund [UNICEF], 2012).

Ülkelerde erken çocukluk hizmetlerinin kapsamı, türü ve uygulanışı eğitim politikaları ile yasal düzenlemeler açısından farklı olsa da (Birleşmiş Milletler [BM], 2006; Urban vd., 2011), bireylerin gelişimsel farklılıklarını belirlemek ve müdahale planları geliştirmek bir gerekliliktir (Eğitim Reformu Girişimi [ERG], 2019). Müdahale planları geliştirilirken öncelikle iş birliği yapılacak kişiler, çocukların aileleridir (Allen & Duncan-Smith, 2008; Diken vd., 2009). Aileler çocuklarının bakım ve eğitiminden sorumlu kişilerdir (Heward, 2013; McWilliam, 2010). Özel eğitim gereksinimi olan çocuğa sahip ailelerle ortak amaç oluşturmak ve amaca ulaşmak için birlikte çalışmak, EÇÖE'nin temelini oluşturmaktadır (Anthony & Campbell, 2020; Raver & Childress, 2015). Ebeveynlerin çocuklarının gelişimleri hakkında bilgi ve destek ihtiyaçlarının karşılanması önemlidir; çünkü ebeveynlerin gelişimiyle çocukların gelişimi doğru orantılıdır (Guralnick, 2016). Ailelerin bilgilendirilmesi, iş birliği ile katılımlarının sağlanması, hizmetlerin nitelik ve niceliğinin artırılması gerekmektedir (Messenger & Robertson, 2010). EÇÖE hizmetlerinde çocuklara gelişim özellikleri ve gereksinimleri doğrultusunda ilgi ve istekle hizmet sunabilen personellerin yer alması beklenmektedir. Bu noktada özel gereksinimli çocuklarla çalışan personelin yaklaşımı, bilgi ve deneyimi belirleyici olmaktadır. İş birliği, alan uzmanlarının ortak hedeflere ulaşmak için gönü ll ü olarak birlikte planlama yapması anlamına gelmektedir (Carter vd., 2009). İş birliği ekip oluşturmak, ekip üyelerinin öğrenmelerini kolaylaştırmak, bilgi ve becerilerine katkı sağlamak için özel eğitim alanında fırsatlar sunmaktadır (Kritikos & Bimaum, 2003). Paydaşlar ve kurumlar arasındaki iş birliği, EÇÖE alanında önerilen bir uygulama ve yasal düzenlemelerin bir gerekliliği olarak kabul görmektedir. Özellikle küçük yaştaki çocukların karşılaştıkları risk faktörleri veya sahip oldukları gereksinimleri karşısında iş birliği giderek daha da önemli hale gelmektedir. Çünkü problemler ya da gereksinimler arttıkça, hizmetlere ve ortak çabalara duyulan ihtiyaç da artmaktadır. Küçük çocuklara ve ailelerine nitelikli bir hizmet sunmak için iş birliğine yönelik gereken ilginin gösterilmediği belirtilmekte, iş birliği sürecinin önünde ekip, program ve yasal düzenlemeler gibi zorlukların bulunduğuna dikkat çekilmektedir (Bricker vd., 2020).

Bu araştırmada, 0-8 yaş arasındaki özel gereksinimli çocukların özel eğitim hizmetlerinde yer alan bireylerin iş birliği süreçlerine odaklanılmaktadır. Araştırmanın genel amacı, özel gereksinimli çocuklara sunulan özel eğitim hizmetlerinden sorumlu bireylerin iş birliği süreçlerine yönelik deneyimlerini incelemektir. Bu genel amaca bağlı olarak aşağıdaki sorulara yanıt aranmıştır:

Özel eğitim hizmetlerinde görev alan personelin;

1. Diğer personeller ile iş birliği deneyimlerine ilişkin görüşleri nelerdir?

2. Özel gereksinimli çocuğa sahip aileler ile iş birliği deneyimlerine ilişkin görüşleri nelerdir?

3. Özel gereksinimli çocuğa sahip ailelerin, personeller ile iş birliği deneyimlerine ilişkin görüşleri nelerdir? Özel eğitim hizmetlerinde görev alan personelin ve özel gereksinimli çocuğa sahip ailelerin;

4. EÇÖE hizmetlerinde yaşadıkları sorunlar nelerdir?

5. EÇÖE hizmetlerinin niteliğinin artırılmasına yönelik önerileri nelerdir?

Yöntem

Araştırmanın Modeli

Bu araştırmada, özel gereksinimli çocuklara hizmet sunan personelin diğer personeller ve ailelerle ailelerin ise personelle olan iş birliği deneyimlerinin incelenmesi amaçlanmıştır. Bu amaçla nitel araştırma yöntemlerinden olgu bilim deseni kullanılmıştır. Bu desenle katılımcıların olaylara bakış açıları ve görüşlerinin derinlemesine incelenme olanağı vardır (Denzin & Lincoln, 2017).

Çalışma Grubu

Bu araştırma, Türkiye'de Güneydoğu Anadolu Bölgesi'nde yer alan bir özel eğitim ve rehabilitasyon merkezinde gerçekleştirilmiştir. Merkezdeki personelin ve özel gereksinimli çocukların ebeveynlerinin iş birliği sürecine ilişkin deneyimlerinin belirlenmesi amacıyla yürütülen araştırmanın katılımcıları, ölçüt örnekleme tekniği ile belirlenmiştir. İş birliği olgusunu deneyimleyen toplam kişi sayısı fazla olabileceğinden bazı kriterler belirlenmiş ve katılımcı seçilmesi bu teknikle kolaylaşmıştır (Merriam, 2013). Ölçütler katılımcı personeller için; kuruma devam eden 0-8 yaş arası çocuklara yönelik hizmet vermesi, en az bir yıl aynı kurumda görev yapması ve farklı meslek gruplarından personeller olması; aileler için ise 0-8 yaş aralığında özel gereksinimli çocuğa sahip olmasıdır. Araştırmaya gönüllü 12 personel ve yedi ebeveyn katılmıştır, bilgileri Tablo 1 ve Tablo 2'de sunulmuştur.

12 katılımcı personelin yedisi kadın, beşi erkektir; yaşları 24 ve 38 aralığında değişmektedir. Kurumda sınıf, okul öncesi, özel eğitim, beden eğitimi öğretmeni, fizyoterapist, hemşire, diyetisyen, odyolog, psikolog ve atölye (bilim, sanat, spor) eğitmenleri çalışmaktadır.

Yedi katılımcı ebeveynin altısı anne ve biri babadır. Ebeveynler en az bir, en çok üç çocuğa sahiptir. Çocukların tanı tü rleri; serebral palsi, down sendromu, otizm spektrum bozukluğu, otizm spektrum bozukluğu ile dravet sendromu, fiziksel yetersizlik ve işitme yetersizliği olarak sıralanmaktadır.

Verilerin Toplanması

Araştırmaların belirli kurallar doğrultusunda ve etik ilkelere uygun biçimde gerçekleştirilmesi gerekir (Hammersley & Traianou, 2017). Bu araştırmada katılımcıların gönüllü olmasına, görüşmeler öncesinde yazılı ve sözlü onaylarının alınmasına, kimliğini gizli tutmak üzere kod isim verilmesine, sadece katılımcı ifadelerine yer verilmesine ve yönlendirmekten kaçınmaya dikkat edilmiştir. Veriler yarı yapılandırılmış görüşme formları, demografik bilgi formları kullanılarak toplanmış; araştırmacı notları ve araştırmacı günlükleri ile desteklenmiştir. Yarı yapılandırılmış görüşmeler önceden hazırlanmış sorulara gönüllü katılımcıların verdikleri yanıtları inceleme, açıklama ve derinleştirme şansı vermektedir (Berg, 2009). Araştırmacı öncelikle alanyazına dayalı görüşme sorularını hazırlamıştır. Daha sonra farklı yükseköğretim kurumlarında ölçme-değerlendirme ve özel eğitim alanında görev yapan beş alan uzmanından yazılı görüş istemiştir. Uzmanlardan gelen görüşler dikkate alınarak son düzenlemeler yapılmış ve bir personel, bir ebeveyn ile pilot görüşme yapılarak görüşme soruları test edilmiştir. Personel Görüşme Formu, 15 demografik bilgi sorusu ve 12 yarı yapılandırılmış açık uçlu görüşme sorusundan; Aile Görüşme Formu ise 17 demografik bilgi ve 10 yarı yapılandırılmış görüşme sorusundan oluşmaktadır. Görüşmeler, katılımcıların onayları ile hem ses kaydına alınmış hem de yazılı notlar tutulmuştur. Araştırmacı görüşmeleri yaparken görüşmenin akışına uygun olarak değişiklik yapma, soruları sohbet eder gibi sorma, teşvik etme, geri bildirim sunma, süreci kontrol etme, yansız ve empatik olma ilkelerine (Patton, 2014) dikkat etmiştir. Görüşmeler 17 katılımcı ile yüz yüze yapılmış, 2 katılımcı ile Covid-19 salgını nedeniyle mobil cihaz (telefonda sesli görüşme) ile yapılmıştır. Toplam 760 dakika 32 saniye, ortalama 40 dakika süren ses kayıtlarından yazıya aktarılan veriler toplam 584 sayfadır.

Verilerin Analizi

Bu araştırmanın veri analizi içerik analizi tekniği ile yapılmıştır (Creswell & Creswell, 2018). Analiz süreci altı basamakta gerçekleştirilmiş ve basamaklar Şekil 1 'de sunulmuştur.

Öncelikle verilerin güvenirlik çalışmalarını yapmak için ses kayıtlarının %30'u bir alan uzmanına gönderilmiştir. Veri dökümlerini inceleyen uzmanın sonuçlarına göre dökümler %90 oranında tutarlı bulunmuştur. Kodlama güvenirliği çalışmalarında ise özel eğitim alanında doktora yapan bir araştırma görevlisi ile yine özel eğitim alanında görev yapan bir öğretim üyesine verilerin yazılı dökümlerinin %30'u gönderilmiş ve kodlama yapmaları istenmiştir. Araştırmacı ve uzmanlar kod listelerini karşılaştırmış ve görüş birliği ve ayrılığı yaşanan noktalar üzerinde uzlaşmıştır. Miles ve Huberman'ın (1994) "görüş birliği / (görüş birliği + görüş ayrılığı) x 100" formülüne göre kodlayıcılar arası görüş birliği oranı %95'tir.

Güvenirlik

Nitel araştırmalarda güvenirlik çalışmaları inandırıcılık, aktarılabilirlik, tutarlık ve teyit edilebilirlik kavramlarıyla açıklanmaktadır (Erlandson vd., 1993). Bu araştırmada inandırıcılığı sağlamak için; etkileşim, derinlik odaklı veri toplama, çeşitleme yapma, uzman incelemesi ve katılımcı teyidine yer verilmiştir. Ayrıca araştırmacı düzenli olarak saha notları ve günlük tutmuştur. Verilerin analizinde iki alan uzmanıyla birlikte güvenirlik çalışmaları yapılmıştır. Katılımcılara kişisel görüşme dökümleri iletilerek teyit etmeleri istenmiştir. Araştırmacı yöntem konusunda yetkin olmak üzere nitel araştırma yöntemleri dersini almış ve nitel araştırma yöntemleri konulu seminerlere katılmıştır. Aktarılabilirliği sağlamak için; veriler detaylı betimlenmiş, yorumsuz aktarılmıştır, ölçüt örnekleme tekniği ile çeşitli özellikteki katılımcılar belirlenmiştir. Tutarlığı sağlamak için; özel eğitim alanında görev yapan öğretim elemanlarıyla düzenli toplantılar yapılmış, verilerin ve kodların güvenirlik çalışmaları tamamlanmıştır. Araştırmada teyit edilebilirlik için; farklı kişiler ile güvenirlik çalışmaları yapılmıştır. Ayrıca veri toplama araçları, ham veriler, kodlamalar ve tüm belgeler arşivlenmiştir. Sonuç olarak, EÇÖE sürecinde aile ve personel iş birliğini inceleyen bu araştırmada yarı yapılandırılmış görüşmelerden elde edilen verilerin analizi sonucunda ulaşılan altı tema ve 18 alt tema bulgular başlığında açıklanmıştır.

Bulgular

Bu araştırmada EÇÖE hizmetleri sürecindeki iş birliği; verilerin analizi sonucu ortaya çıkan altı tema ile alt temalarda katılımcıların kişisel görüşleri doğrultusunda açıklanmıştır. Katılımcıların kimliklerini korumak adına her birine kod isim verilmiştir. Personel katılımcılar "p", ebeveyn katılımcılar "e" harfleriyle parantez içinde belirtilmiştir. Elde edilen ana tema ve alt temalar Tablo 3 'te sunulmuştur.

Bir Örüntü Olarak İş Birliği: Deneyimler

İlk tema dört alt temadan oluşmaktadır. Katılımcılar EÇÖE hizmetlerinde nitelik için iş birliğini bir gereklilik olarak belirtmiştir, ancak iş birliğine engel olan bazı faktörler bulunduğunu ifade etmişlerdir. Bazı katılımcılara göre meslektaşların olumsuz tutumları (p: Safa, Serra, Eda, Leman, İrem, Zehra, Süleyman), iletişim sorunları (e: Nihal ve Derin) ve yoğun çalışma saatleri (p: Sude) gibi faktörler iş birliğine engel olmaktadır. Örneğin Sude Hanım "...Seanslar yoğun olduğu için birbirimizi çok göremememiz." diyerek yoğun çalışma saatlerine dikkat çekmiştir. İş birliğini kolaylaştıran unsurlar ise: elektronik öğrenci takip sistemi (p: Safa, Sude, Zehra, Süleyman), mobil iletişim araçları (e: Songül, Şermin, p: Serra, Leman, Zehra), bilgi defteri (p: Safa, Sude) ve personel toplantılarıdır (p: Sude, Leman, İrem). Buna yönelik İrem Hanım;

Eğitim koordinatörü m üz başkanlığında bütün psikolog arkadaşlar, biz bireyselci öğretmenler, işte öğretmenler odasında toplanıyorduk. Her hafta bir öğrenci baz alınıyordu... Bütün arkadaşlar o öğrenci için şu yöntem..., bu yöntem..., o olmadığı zaman farklı yönteme geçin... O şekilde çok güzel fikir alışverişinde bulunuyorduk... böyle haftada bir yapılan toplantıda fikir alışverişi çok çok faydalı oluyordu (p: İrem Hanım, st. 558-570) demiştir.

Katılımcıların iş birliğinin nasıl gerçekleştiği, en sık kimlerle, hangi ortamlarda ve ne zaman iş birliği yaptıklarına yönelik görüşleri etken bileşenler alt temasını oluşturmuştur. Aileler iş birliğini daha çok çocuklarının özel eğitim hizmetlerinden sorumlu öğretmen veya fizyoterapisti ile eğitime/tedaviye yönelik bilgi verilip, yönlendirme yapılması şeklinde ifade etmişlerdir.

Personellerin çoğu iş birliği sürecini doğal bağlamda, molalarda, tesadüfi karşılaşmalarda, gerçekleştirdiğini belirtmişler; daha çok kendi meslek gruplarında yer alan diğer personellerle daha sık iş birliği kurduklarını ifade etmişlerdir. Bu noktada personeller meslektaşlarıyla kurdukları iş birliğini çocuğun gelişimi ve ders süresince yapılanlar hakkında bilgilendirme olarak belirtmektedir.

Katılım, Sorumluluklar ve İhtiyaçları ile Aileler

Bu temada yer alan alt temalar: aile özellikleri, katılımı ve ihtiyaçlarıdır. Aile özellikleri katılımcıların, ailelerin öğrenmeye ve gelişime açık olmaları yönündeki ifadelerini içeren bir alt temadır. Ailelerin özellikleri eğitim/tedavi süreçlerinde etkili olmaktadır (e: Derin, Şermin, p: İdil, Safa, Sude, İrem, Süleyman, Alper, Gökhan, Eda, Serra, Zehra, Leman). Örneğin ailelerin sosyoekonomik düzeyleri, tutumları, çocuklarının gelişimi için çaba sarf etme gibi özellikleri etkilidir. Ailelerin eğitim/tedavi sürecine katılımı neredeyse tüm katılımcılar tarafından (e: Nihal, Songül, Şermin, İlker, Hale, Yeşim ve katılımcı tüm personeller) dile getirilen bir konudur. Aile ihtiyaçları çocuğun eğitim süreci, ebeveynlerin kişisel gelişimleri, maddi ve psikolojik destek olarak ifade edilmiştir. Psikolojik destek ihtiyacına yönelik görüş bildiren iki ebeveynden (e: Derin ve Hale) Derin Hanım; "...düzenli bir şekilde psikoloğa gidebilme şansımız olsaydı mesela... Psikolog anlayışı da çok şeydir. Gittiğin zaman, hasta mısın sen? Bir şeyin, neyin eksik gibi bir algı oluyor ama bazen öyle bir şey oluyor ki bir de bu devrin insanıysanız bu devirde yaşıyorsanız ihtiyaç bence yani. Her anlamda ihtiyaç (Derin Hanım, st. 958-964)." demiştir.

Erken Çocukluk Özel Eğitimi

EÇÖE teması altında: erken çocukluk dönemi hakkındaki görüşler, özel gereksinimli çocukların gereksinimi hakkında bilgi edinme ve beklentiler alt temaları yer almaktadır. Katılımcıların çoğu (e: Songül, Derin, İlker, p: İdil, Safa, Serra, Sude, Eda, Leman, Gökhan, Zehra) erken çocukluk dönemi hakkında görüş bildirmiştir. Örneğin erken çocukluk döneminin kritik bir dönem olduğu, erken tanının eğitim ve tedavi süreçlerinde etkili olduğu görüşü ifade edilmiştir. Öğretmen İdil Hanım ise erken dönemlerde ebeveynlerin öneminden bahsederken "... anne-baba kilit nokta" ifadesini kullanmıştır.

Özel gereksinimli çocukların gereksinimi hakkında bilgi edinme alt teması iki başlıkta ifade edilmiştir. Birincisi ailelerin çocuklarının gereksinimine yönelik bilgiye kimlerden ve ne şekilde ulaştığı; ikincisi ise personellerin erken çocukluk dönemindeki özel gereksinimli çocuklara yönelik almış oldukları eğitimlerdir. Aileler çocuklarının gereksinimi hakkında bilgi edindikleri kaynakları doktorlar (e: Nihal, Songül, Derin, İlker, Hale, Yeşim), öğretmenler (e: Nihal, Şermin, Hale), yakın çevre (e: Derin, Şermin) olarak tanımlamıştır. Ayrıca kişisel çabalar ve yaptıkları araştırmalar (e: Derin, Şermin, Yeşim) ile de öğrendiklerini belirtmişlerdir. Örneğin kişisel çabalarıyla bilgi edindiğini ifade eden Şermin Hanım şö yle demiştir; "...instagramdan falan takip ediyorum, takip ettiğim şeyler var... başka sayfalardan down sendromu olan şeyleri takip ediyorum. Yani onlarla nasıl oynuyorlar, nasıl gelişiyor onları takip ediyorum. Onlardan bilgi alıyorum, uygulamaya çalışıyorum evde... (Şermin Hanım, st. 78-87)"

Beklentiler alt temasında aileler çocuklarının gelişimlerine yönelik beklentilerini dile getirmiştir. Ebeveynler çocukları için öz bakım becerileri ve dil becerileri (e: Yeşim, Şermin, Hale), fiziksel beceriler (e: Nihal, Songül), sosyal becerilerine yönelik gelişimleri (e: Şermin, Derin, İlker, Yeşim) noktasında destek beklemektedir.

EÇÖE Hizmetlerinde Görev Alan Personel

Bu tema altında katılımcıların meslek öncesi eğitim (katılımcı personellerin tümü), mesleki gelişim (e: Nihal, Derin, İlker, Hale, Yeşim ve katılımcı personellerin tümü) ve meslek hayatlarında karşılaştıkları engeller (e: Derin, p: İdil, Safa, Sude, Alper, İrem, Zehra, Süleyman) hakkındaki görüşleri ele alınmıştır. Personeller lisans eğitimlerine daha fazla uygulama deneyiminin olmasını, özel eğitim alanında müfredatın genişletilmesi gerektiğini belirtmiştir. Özellikle özel eğitim alanı dışından mezun olan personeller (diyetisyen, beden eğitimi öğretmeni, hemşire gibi...) lisans eğitimlerinde özel eğitim ile ilgili bir ders almadıkları için bu alanda zorlandıklarını ifade etmiştir. Buna yönelik diyetisyen Serra Hanım; "Lisansta ııı özel alanlara eğilmeli... Mesela biz özel gruplar olarak ne gördük; yaşlılarda beslenme gördük, işte işçi grubunda beslenme gördük ama işte özel bireylerin de olduğuyla ilgili kesinlikle bir müfredat konulmalı..." demiştir.

EÇÖE Hizmetlerinde Kurum Özellikleri

EÇÖE hizmetlerinde kurum özellikleri temasının altında yer alan alt temalar: yasal haklara erişim (e: Yeşim, p: İdil, Sude, Leman, İrem), hizmet sürecinin belirleyicileri (tüm katılımcılar), yönetim ve destek (e: Şermin, İlker, Yeşim, Derin, p: İdil, Safa, Serra, Sude, Eda, Mert, Zehra) alt temalarıdır. Personeller çalıştıkları kurumda işleyişin yasalara uygun olduğunu ve özlük haklarının güvence altında olduğunu belirtmiştir. Ebeveynler de bu nedenle kuruma güvendiklerini ifade etmiştir. Buna yönelik anne Yeşim Hanım, kurumun kendisini güvende hissettirdiğini söylemiş ve bu sebeple kurumu tercih etmiştir. Yasal haklarıyla ilgili görüş bildiren katılımcılardan (p: İdil, Sude, Leman, İrem) İrem Hanım: "... Biz buraya başladıktan sonra öğrendik ki bizim bir sürü haklarımız varmış. Çocuk parası, yol, yemek parası, AGİ (Asgari Geçim İndirimi)'yi biz burada öğrendik ve biz bunları talep etmeden, bu haklarımız bize çok güzel bir şekilde verildi (İrem Hanım, st. 1090-1095)" demiştir.

Görüş ve Öneriler

Bu tema iki alt temadan oluşmaktadır: özel eğitim hizmetlerinde izleme değerlendirme (e: Derin, Nihal, Şermin, İlker, Hale, Yeşim ve katılımcı personelin tümü) ve olağandışı durumlara uyum (e: Derin, İlker, Hale, p: İdil, Safa, Serra, Sude, Eda, Leman, Zehra). Araştırmanın katılımcıları yasal düzenlemeler, değerlendirme süreci, hizmetlerin işleyişi, fırsatların sunulması, iş birliği, mesleki gelişim ve toplumsal yaklaşıma yönelik görüş ve önerilerini dile getirmiştir. İş birliği ile ilgili özel eğitim hizmetlerinde daha fazla iş birliğinin sağlanması gerektiğine vurgu yapmışlardır (e: İlker; P: İdil, Süleyman, Leman, İrem, Mert, Serra). Buna yönelik katılımcı baba İlker Bey; "Özel gereksinime ihtiyacı olan çocukların eğitimi, diğer şeyleri daha çok desteklenmeli. Yetişkin kişilerde bu bir şekilde telafi edilebiliyor ama çocuklarda öyle olmuyor. O yüzden çocuklarla ilgili eğitime daha fazla iş birliğine ve desteğe ihtiyaç olması... bekliyorum en azından... (İlker Bey, st. 445-451)." demiştir.

Özetle araştırmanın bulgularını oluşturan altı ana tema, on sekiz alt tema iş birliği sürecinin çok sayıda bileşeni içerdiğini ortaya koymuştur. Personeller ve aileler, iş birliğinin gerekliliğine vurgu yapmış ancak iş birliğine yönelik sınırlılıklar yaşandığını bildirmiştir. Personellerin çoğu iş birliğini rastlantısal olarak gerçekleştirdiğini belirtmiştir. Ailelerin farklı özelliklere sahip olması sürece katılımlarını etkileyen bir unsurdur. Ayrıca aileler sıklıkla ihtiyaçları doğrultusunda görüş bildirmiştir. Bu ihtiyaçlar eğitim desteği, ekonomik ve psikolojik destek olarak belirtilmiştir. Katılımcılar EÇÖE hizmetlerinin önemi doğrultusunda ortak görüşe sahiptir. Personeller mesleki gelişimleri için lisans süreci ve mesleki yaşamlarında ihtiyaçlarının devam ettiğini dile getirmiştir. Son olarak kurum özelliklerinin de EÇÖE hizmetlerinde önemli bir yere sahip olduğu anlaşılmıştır.

Tartışma

Bu araştırma bulgularında öne çıkan ilk tema iş birliğine yöneliktir. Özel gereksinimli çocuklar için iş birliğine dayalı çalışmalar gerekliliktir. Özellikle farklı alanlardan personelin bir arada çalışmaları iş birliği sürecinde önem taşımaktadır (Anthony & Campbell, 2020; Friend vd., 2010). Alanyazın iş birliğinin benimsendiği eğitim ortamlarında çocukların gelişimlerinin olumlu etkilendiğini desteklemektedir (Elçi, 2019; Turner, 2017). Araştırmanın bulguları erken dönemlerde iş birliğinin önemini ortaya koymuştur, ancak katılımcılar iş birliğinde bazı engellerin varlığından söz etmiştir. Örneğin ebeveynler için kurum içi iletişim ve bilgilendirmedeki sınırlılık bir engeldir (Araştırmacı günlüğü, sayfa 5). Mereoiu ve diğerleri (2016) ebeveynlerin özel eğitim süreçlerinde personel ile iletişimden uzaklık hissi yaşadıklarını vurgulamıştır. Aileler ve uzmanlar arasında iş birliğinin yeterli olmadığını ortaya koyan diğer bir nitel araştırma sonuçları da özellikle değerlendirme süreçlerindeki iş birliği sınırlılıklarını ortaya koymuştur (Dayı vd., 2022). Ebeveynlerin iş birliği süreçlerinde hizmet veren personel ile daha fazla iletişime ihtiyaç duydukları anlaşılmaktadır. Nitekim iş birliği için etkili iletişim, ortak anlayış ve koordineli çalışma önemlidir (Anthony & Campbell, 2020; Ebersöhn vd., 2007). Personeller iş birliğinde meslektaş desteğinin öneminden söz etmiştir. Coughlin (2017), ekipteki üyelerin iş birliğine açık olmayışı, güven veya saygı sorunları ile rollerin yanlış anlaşılmasının iş birliğinin önünde engel oluşturduğunu belirtmiştir. Diğer bir engel yoğun çalışma saatleri olarak belirlenmiştir. Araştırmalar yoğun çalışma saatlerinin iş birliğini engellediğini ortaya koymaktadır (Blask, 2011; Morgan, 2016; Özsoy, 2019). İş birliği için en büyük ikinci engel zaman sorunudur (Blask, 2011). İş birliği süreci iletişimi sağlamak ve sürdürmek, profesyonel davranmak, esnek olmak gibi birtakım rolleri gerektirmektedir (Farrish, 2017). Ancak rol ve sorumlulukların neler olduğunun anlaşılmadığı durumlarda iş birliği algısı ve tutumlar olumsuz etkilenmektedir (Damasco, 2013). Ayrıca iş birliği; ekip oluşturma, ekip üyelerinin öğrenmeyi kolaylaştırmasının yanı sıra bilgi, beceri ve yöntemlerin ekip üyeleriyle paylaşılmasını gerekli kılmaktadır (Kritikos & Bimaum, 2003). Bu gereklilik ancak yeterli zamana sahip olmakla yerine getirebilir.

Bulgular iş birliğinin plansız, ihtiyaç doğrultusunda ve rastlantılar sonucu gerçekleştiğini ortaya koymaktadır (Elçi, 2019; Venianaki & Zervakis, 2015). Bu durum paydaşların iş birliğini nasıl tanımladıkları konusunda düşündürücü olmaktadır. Dikkat çeken diğer bir bulgu ise iş birliğinin daha çok aynı meslek grupları arasında sürdürülmesidir. Öğretmenler, kendisiyle aynı mesleğe sahip diğer öğretmenlerle iletişimi güven içinde ve daha rahat sürdürdüklerini belirtmiştir (Cahill & Mitra, 2008; İlgar & Topaç, 2013; Özsoy, 2019). Ancak EÇÖE farklı meslek alanlarının koordineli çalışmasını gerektiren bir alandır. Personellerin farklı meslek grupları ile sık bir araya gelmeleri, bilgi alışverişi yapmaları önemlidir. Bilgi alışverişi yapmanın yanı sıra ortak kararlar alma, hedefleri belirleme, hedeflere ulaşma noktasında plan yapma ve karşılaşılan problemleri çözme gibi süreçleri de içermektedir. Ebeveynler sıklıkla çocuklarına doğrudan hizmet sunan personelle iş birliği kurmaktadır. Bu durumunun nedeni ebeveynlerin personel desteğine duydukları ihtiyaçla açıklanabilir (Bayraklı, 2016; Mereoiu vd., 2016). Sözlü iletişim en sık kullanılan iş birliği aracı olarak belirlenmiştir. Yanı sıra elektronik öğrenci takip sistemi, mobil iletişim araçları, personeller tarafından y azılı notlar alınan bilgi defteri, geliştirme ve değerlendirme toplantıları da iş birliği sürecini kolaylaştıran aracı faktörlerdir. Her çocuk için ayrı dosya ve rapor hazırlamak zorlayıcı olduğu için Akın (2019), EÇÖE için elektronik performans destek sistemini tasarlamış ve geliştirmiştir. Bu sayede aileler ve öğretmenlerin takiplerinin kolaylaşacağını savunmuştur. Morgan (2016) da iş birliğini kolaylaştırmak için Google Dokümanlar, Google Hang Out, sanal planlama ve diğer teknolojik kaynakların kullanılmasını önermiştir. Mobil iletişim araçlarının özel eğitim çalışmalarını desteklediğini belirten araştırmalar (Akın, 2019; Bayraklı, 2016; Cabielles-Hernandez vd., 2017) bu araştırmanın bulgularını desteklemektedir. Ayrıca araştırmada yer alan bilgi defteri kullanımı, başka bir araştırmada personel ve aileler arasında görülmektedir (Sönmez-Kartal, 2015). İş birliğine yönelik olumlu algılar da kolaylaştırıcı bir faktör olarak belirtilmiş ve bu bulgu farklı araştırma bulgularıyla benzerdir (Anthony & Campbell, 2020; Coughlin, 2017; Mereoiu vd., 2016; Morgan, 2016). Bu araştırmada dikkat çeken bir diğer sonuç, kurumlar arasındaki iş birliğinin sınırlı oluşudur. Personeller rehberlik araştırma merkezleri, çocukların devam ettikleri genel eğitim okulları, yükseköğretim kurumları ve hastaneler gibi farklı kurumlarda yer alan diğer personellerle iletişimlerinin olmadığını dolayısıyla iş birliğinin sağlanmadığını belirtmektedir. Ebeveynler bu kurumlar arasındaki iletişimi sağlayan köprü görevini üstlenmektedir.

Bulgulardaki temalardan ikincisi aileler hakkındaki temadır. Aile özellikleri iş birliğini etkiley en bir unsur olarak belirlenmiştir. Personelin aileleri tanımaları ve sahip oldukları özellikleri bilmeleri planlama ve uygulama açısından önem taşımaktadır (McWilliam, 2010). Aile özellikleri doğrultusunda ihtiyaçlarının karşılanması da beklenen uygulama sonuçlarını elde etmek ve ortak bir vizyon geliştirmek için önemlidir (Westmoreland vd., 2009). Bu araştırmada personel ailelerin sosyo-ekonomik düzeylerinin getirdiği etkilere dikkat çekmiştir. Personele göre düşük sosyo-ekonomik düzeydeki ailelerin katılımları daha az olmaktadır. Farklı araştırmalar ailelerin sosyo-ekonomik düzeylerinin katılımlarını etkilediğini desteklemektedir (Damasco, 2013; Özsoy, 2019). Bulgulara göre ailelerin katılım durumu, seans sonu bilgilendirilmekle sınırlı kalmaktadır. Bunun nedenlerinden biri personelin eğitim/tedavi süreçlerinde aile ile bir arada çalışmakta zorlanmalarından kaynaklanıyor olabilir. Bu nedenle personel aile katılımını yeterince teşvik etmiyor olabilir. Bir diğer neden personel ve ebeveynlerin iş birliğine yükledikleri anlamın farklılaşması ve iş birliği sürecinin gerekliliklerinin neler olduğuna yönelik bilgi ihtiyacının bulunması olabilir. Yüz yüze bilgilendirmenin yanı sıra telefonla bilgi verme süreci hem bu hem de başka araştırmalarda görülürken (Akın, 2019; Bayraklı, 2016; Cabielles-Hernandez vd., 2017); Tutuk (2018), destek hizmete aile katılımını incelediği araştırmasında benzer şekilde sadece ders sonu aileye bilgi vermekle sınırlı kalındığını belirtmiştir.

Üçüncü tema olan EÇÖE, katılımcılar tarafından çocuklarının gelişimi için önemli bir dönem olarak belirtilmiştir. Alanyazında da bu görüş birliği hakimdir (Hughes-Scholes & Gavidia-Payne, 2019; McWilliam, 2010). Katılımcılar özel gereksinimli çocukların hizmetlere en kısa sürede kavuşması gerektiğini savunmuştur. Ancak sınırlılıklar nedeniyle erken tanılama ve müdahalede gecikmeler yaşanmaktadır (Öztürk-Ertem, 2005). Aileler erken dönemlerde en önemli paydaştır ve onların yaklaşımı erken dönemlerdeki müdahalelerde etkili olmaktadır (Diken vd., 2009; Douglas vd., 2019; Kars, 2017). Özellikle çocukların gereksinimlerinin erken tanılanması için ailelerin çocuklarını iyi tanıyor olması gerekir (Guimond vd., 2008; Kars, 2017). Bulguları oluşturan dördüncü tema EÇÖE'de görev alan personeller temasıdır. Personeller, lisans sürecindeki eğitimleri müfredat ve ders içeriklerini EÇÖE konuları açısından yetersiz bulmaktadır. Farklı alanlardan mezun olan ve özel eğitim hizmeti içinde görev alan personelin özel gereksinimli bireyler hakkında yeterince bilgi sahibi olmadan mesleğe başladıkları bu araştırmada ifade edilmiştir. Özel gereksinimli bireylere hizmet veren personeller alan uzmanlığı dahilinde değerlendirme ve müdahaleleri gerçekleştirse de ekip olarak birlikte karar almalıdır. Nitekim Lee ve diğerleri (2015), özel eğitime yönelik eğitim alan personelin daha kapsayıcı bir anlayışla hizmet verdiğini savunmuştur. EÇÖE'de görevli personelin (eğitimciler, ergoterapistler, fizyoterapistler, dil konuşma terapistleri, psikologlar, diyetisyenler, doktorlar, sosyal hizmet uzmanı gibi) mesleğe hazırlanması gerektiği savunulmaktadır (Anthony & Campbell, 2020; Bricker vd., 2020; Norman, 2020). Özetle yükseköğretim programları adayları mesleki ihtiyaçlarına yönelik yetiştirmelidir (Collier vd., 2015; Coughlin, 2017). Hizmet içi eğitimlerin mesleki gelişime katkı sağladığını vurgulayan araştırmalar da görülmektedir (Elçi, 2019; Fakılı, 2019; Kayhan & Akçamete, 2018; Mereoiu vd., 2016; Rakap, 2017; Sivrikaya & Yıkmış, 2016). Ancak personelin EÇÖE'ye yönelik bir eğitim almış olma durumu incelendiğinde iş birliğine yönelik deneyimlerinin, ihtiyaçlarının ve önerilerinin etkilenmediği ortaya çıkmaktadır. Bu durum verilen hizmetlerin iş birliği içeriği açısından yeterli olmadığını düşündürmektedir.

Beşinci tema olan kurum özellikleri teması iş birliği sürecinin niteliği için personelin yanı sıra hizmet veren kurumların da önemli olduğunu göstermektedir. Araştırmanın gerçekleştirildiği kurum farklı yönleriyle (fiziksel özelliklerinin iyi olması, denetimin sistematik yapılması, nitelikli personel olması, ek hizmetlerin [spor, sanat, bilim, ...] olması, farklı meslek gruplarının yer alması ve eğitim-öğretim alanlarının gereksinim türüne göre ayrılması) katılımcılar tarafından nitelikli bulunmaktadır. Benzer şekilde alanyazında farklı meslekteki personellerin birlikte çalışmalarının katkılarına dikkat çekilmektedir (Bricker vd., 2020; Elçi, 2019; Hamilton Jones & Vail, 2014). Ayrıca EÇÖE'de personelin yanı sıra yöneticilerin de etkili olduğu bu araştırma ve başka araştırmalarda görülmektedir (Bricker vd., 2020; Morgan vd., 2015). Son temada katılımcıların görüş ve önerileri ele alınmıştır. Bu temada yer aldığı gibi katılımcıların personelin istihdamı yönündeki görüşleri alanyazına göre desteklenmektedir (Bricker vd., 2020; Tomris & Çelik, 2021). Ailelerin değerlendirme sürecine katılması yönündeki öneriler başka araştırmalarda da vurgulanmıştır (Collier vd., 2015; Dayı vd., 2022; Yurtsever, 2013). Yükseköğretim kurumlarındaki öğretim üyeleri ile özel eğitim personelinin iş birliği bu ve başka araştırmalarda desteklenmektedir (Özaydın, 2019; Tomris & Çelik, 2021). Ayrıca eğitime teknolojinin entegre edilmesi gerektiği görüşü farklı çalışmalarda (Clark, 2008; Karadeniz & Vatanartıran, 2015) benzer biçimde ortaya konulmuştur. Son olarak COVID-19 sürecinde yaşanan değişimlerin yansımaları bu araştırmada dikkat çekmiş ve başka araştırmalara da bu sürecin etkileri yansımıştır (Karahan vd., 2020). Örneğin Karahan ve diğerleri (2021) bu süreçte annelerin özel gereksinimli çocuklarının problem davranışlarıyla baş etmekte güçlük yaşadıklarını belirtmiştir.

Sonuç

Sonuç olarak EÇÖE'de, paydaşların iş birliği süreçlerine yönelik deneyimlerinin incelendiği bu araştırma bulgularına göre iş birliğinin sürdürülmesinde aileler, özel eğitim kurumları, personeller büyük etkiye sahiptir. İş birliğinin rastlantısal karşılaşmalarda iletişim kurma gibi sistematik olmayan bir düzende gerçekleştirildiği görülmüştür. İş birliğini destekleyen politikalara duyulan ihtiyaç, bu araştırmanın önemli bir sonucudur. Personellerin mesleki gelişimlerini sürdürmeye, özellikle de EÇÖE anlamında teorik ve uygulamalı eğitimlere ihtiyaç duydukları anlaşılmaktadır. Ulaşılan bir diğer önemli sonuç, aile katılımının önemine yöneliktir. Ailelerin özellikleri ve imkanları iş birliği başarısını doğrudan etkilemektedir. Araştırmada personel boyutunda istihdam ve özlük haklarına yönelik yasal düzenlemelere gereksinim olduğu belirlenmiştir. Aileler ise çocuklarının değerlendirme ve yerleştirme süreçlerine katılımda sınırlılık yaşamaktadır. Ayrıca çocuklarının eğitim, sağlık hakları konusunda bilgi ve destek gereksinimleri bulunmaktadır.

Sınırlılıklar ve Öneriler

Bu araştırma, bir özel eğitim ve rehabilitasyon merkezinde görev yapan farklı alan personelleri ve merkezden hizmet alan özel gereksinimli çocukların ebeveynleriyle sınırlıdır. EÇÖE'de personel-personel ve personel-aile arası iş birliğini planlayan, uygulayan ve denetleyen dijital tabanlı iş birliği programları geliştirilebilir. İş birliğinin tanımını yapan eğitimler ve pekiştiren etkinliklerin düzenlenmesi önerilir. Ayrıca özel eğitim kurumları ile üniversiteler arasında resmi protokoller eşliğinde uygulamalı eğitimler gerçekleştirilebilir. Özel eğitim kurumlarının bahçe, oyun alanı, spor, sanat, bilim faaliyetleri açısından iyileştirilmesi önerilir. Ayrıca EÇÖE'de nitelikli personel için lisans ve lisansüstü eğitim programlarında özel gereksinimli çocuklara yönelik derslere yer verilmelidir. EÇÖE ile ilişkili tüm kurumların iş birliği içinde çalışmalar yapması önerilir. İleri araştırmalara yönelik olarak; farklı kurumlar arası (üniversite-özel eğitim kurumları veya hastane-özel eğitim kurumları gibi) iş birliği çalışmalarını içeren; belirli bir gereksinim alanına veya farklı bir yaş aralığına odaklanan; iş birliğinin önündeki engelleri ve çözüm önerilerini inceleyen araştırmalar planlanabilir.

Introduction

Early childhood special education (ECSE) refers to the services provided to the children between the ages of 0-8 who have special needs, are developmentally delayed or at risk and to their families (Odom & Wolery, 2003). ECSE is a service area that necessitates the cooperation of families and various staff. The importance of cooperation to support children's development in this period is emphasized (Turner, 2017). In the early childhood which is a critical period, the coordinated work of families and staff is quite significant in the education of children with special needs and their families. The studies show that the first five years after birth are quite important in terms of the functions and the structure of the brain. During this period, the physical development of the brain is completed by almost 90% (Huttenlocher, 1994). In early childhood, children experience rapid development in linguistic, academic, social and emotional aspects (Colker, 2014). In early childhood, a critical period in this respect, the qualified services offered to the children and their families and the rate of access to these services are also important (The United Nations Educational, Scientific and Cultural Organization [UNESCO], 2014; United Nations International Children's Emergency Fund [UNICEF], 2012).

Although the scope, type and implementation of early childhood services differ in countries in terms of education policies and legal regulations (United Nations [UN], 2006; Urban et al., 2011). It is a necessity to identify developmental differences of individuals and develop intervention plans (Education Reform Initiative [ERI], 2019). When developing intervention plans, the first people to cooperate with are the families of the children (Allen & Duncan Smith, 2008; Diken et. al, 2009). Families are responsible for the care and education of their children (Heward, 2013; McWilliam, 2010). Working together with families who have children with special education needs to create a common goal and to reach that goal constitutes the basis of ECSE (Anthony & Campbell, 2020; Raver & Childress, 2015). It is important to meet the parents' needs for information and support about the development of their children because the development of parents is directly proportionate to the development of children (Guralnick, 2016). It is necessary to inform the families, to ensure their participation with cooperation, and to increase the quality and quantity of the services (Messenger & Robertson, 2010). ECSE services are expected to include staff who can provide services to children with interest and enthusiasm in line with their developmental characteristics and needs. At this point, the approach, knowledge and experience of the personnel working with children with special needs are determinant. Cooperation means that field experts voluntarily plan together to achieve common goals (Carter et al., 2009). Cooperation is to create teams, make learning easier for team members, provide opportunities in the field of special education to contribute to their knowledge and skills (Kritikos & Bimaum, 2003). In the field of ECSE, cooperation between stakeholders and institutions is accepted as a recommended practice and a necessity of legal regulations. Cooperation is becoming increasingly important, especially in the face of the risk factors faced by young children or their needs. Because as the problems or necessities increase, the need for services and joint efforts also increases. It is stated that the necessary attention is not given to cooperation in order to provide quality services to young children and their families, and it is noted that there are difficulties about teams, programs and legal regulations in the cooperation process (Bricker et al., 2020).

This study on the cooperation processes of individuals involved in special education services for children with special needs between the ages of 0-8. The main purpose of the study is to examine the cooperation process experiences of individuals responsible for special education services of children with special needs. Depending on this main purpose, answers to the following questions were sought:

About the staff working in special education services;

1. What are their views on their experience of cooperating with other staff?

2. What are their views on their experience of cooperating with families of children with special needs?

3. What are the views of families with children with special needs on their cooperation experiences with the staff?

About staff working in special education services and families of children with special needs;

4. What are the problems they have experienced in ECSE services?

5. What are the suggestions for increasing the quality of ECSE services?

Method

Research Model

In this study, it is aimed to examine the cooperation experiences of the staff providing services to children with special needs with other staff and families, and the families' cooperation experience with the staff. For this purpose, phenomenological design, one of the qualitative research methods, was used. With this design, it is possible to examine the perspectives and opinions of the participants in depth (Denzin & Lincoln, 2017).

Study Group

This study was conducted in a special education and rehabilitation center in Southeast Anatolia Region of Turkey. Participants in the study, conducted to determine the experiences of this center's staff and parents of children with special needs regarding the cooperation process, were determined by the criterion sampling technique. Because the total number of people experiencing the phenomenon of cooperation may be high, some criteria were determined and the selection of participants became easier with this technique (Merriam, 2013). The criteria for the participating staff are that they provide services for children between the ages of 0-8 who attend the institution, that they work in the same institution for at least one year and that they are staff from different occupational groups; and for the families that they have children with special needs between the ages of 0-8. 12 voluntary staff and seven parents participated in the study and their information is presented in Table 1 and Table Of the 12 participating staff, seven were female and five were male; their ages ranged from 24 to 38. Form, preschool, special education, physical education teachers, physiotherapist, nurse, dietitian, audiologist, psychologist and workshop (science, art, sports) trainers work in the institution.

Six of the seven participating parents are mothers and one is father. Parents have at least one and at most three children. Diagnostic types of children are cerebral palsy, down syndrome, autism spectrum disorder, autism spectrum disorder and dravet syndrome, physical disability and hearing impairment.

Data Collection

The studies must be conducted in accordance with certain rules and ethical principles (Hammersley & Traianou, 2017). In this study, it was taken into consideration that the participants were volunteers, that the written and verbal approvals were obtained before the interviews, that the participants are given a code name so that their identities stays confidential, that only the statements of the participants are included and there will be no direction. The data were collected using semi-structured interview forms, demographic information forms, and supported by researcher notes and diaries. Semi-structured interviews provide the opportunity to examine, explain and deepen the answers given by volunteer participants to pre-prepared questions (Berg, 2009). The researcher first prepared interview questions based on the literature. Then, they asked the written opinions of five field experts working in the fields of assessment-evaluation and special education in different higher education institutions. Final regulations were made considering the opinions of the experts and interview questions were tested by conducting a pilot interview with a staff and a parent. The Staff Interview Form consists of 15 demographic information questions and 12 semi-structured open ended interview questions, and the Family Interview Form consists of 17 demographic information and 10 semi-structured interview questions. The interviews were recorded with the participants' approval and written notes were kept. When making researcher interviews, importance was given to the principles (Patton, 2014) of making changes according to the flow of the interview, asking questions in a conversational manner, encouraging, providing feedback, controlling the process, and being impartial and empathetic. The interviews were made face to face with 17 participants and through mobile devices (voice call on the phone) with two participants due to the Covid-19 pandemic. The audio recordings, which lasted an average of 40 minutes, lasted a total of 760 minutes and 32 seconds, and the data transcribed from these recordings totaled 584 pages.

Data Analysis

The data analysis of this study was carried out with the content analysis technique (Creswell & Creswell, 2018). The analysis process was carried out in six steps and the steps are presented in Figure 1.

First of all, 30% of the audio recordings were sent to a field expert to conduct reliability studies of the data. According to the results of the expert who examined the data breakdowns, the breakdowns were found to be 90% consistent. In coding reliability studies, a research associate doctorating in the special education field and a faculty member working in the special education field were sent the 30% of the written breakdowns of the data, and they were asked to do coding. The researcher and the experts compared the code lists and came to terms in the matters of consensus and disagreement. According to Miles and Huberman's (1994) formula of "consensus / (consensus + disagreement) x 100", the consensus between the coders was 95%.

Reliability

Reliability studies in qualitative research are explained by the concepts of credibility, transferability, consistency and confirmability (Erlandson et al., 1993). In order to ensure credibility in this study, interaction, depth-focused data collection, diversification, expert examination and participant confirmation were included. In addition, the researcher regularly kept field notes and diaries. In the analysis of the data, reliability studies were conducted together with two field experts. The participants were conveyed personal interview breakdowns and asked to confirm. The researcher is competent on the matter of methods, they took lessons about qualitative research methods and participated in seminars on qualitative research methods. In order to ensure transferability in this study, the data was depicted in detail and conveyed without comment, and participants with various characteristics were determined with criterion sampling method. In order to ensure consistency in this study, regular meetings were held with instructors working in special education fields, and the reliability studies of data and codes were completed. In order to ensure confirmability in this study, reliability studies were conducted with different people. In addition, the data collection instruments, raw data, codings and all documents were archived. As a result, in this study which examines family and staff cooperation during the ECSE process, six themes and 18 subthemes were explianed under the title findings in the wake of the analysis of the data obtained from the semi-structured interviews.

Results

In this study, cooperation in the ECSE services process was explained in line with the personal views of the participants in the six themes and sub-themes that emerged as a result of the analysis of the data. In order to protect the identities of the participants, each of them was given a code name. Staff participants are indicated in parentheses with the letters "s" and parent participants are indicated in parentheses with the letters "p". The main themes and subthemes obtained are presented in Table 3.

Cooperation As a Pattern: Experiences

The first theme consists of four subthemes. The participants stated that cooperation is a necessity in ECSE services as a quality but that there are several factors preventing cooperation. According to some participants, factors such as negative attitudes of the colleagues (s: Safa, Serra, Eda, Leman, İrem, Zehra, Süleyman), communication problems (p: Nihal and Derin), busy working hours (s: Sude) were preventing cooperation. For

example, Ms. Sude drew attention to busy working hours by saying, "...We can't see each other much because the sessions are intense." Factors that facilitate cooperation are, on the other hand, electronic student tracking system (s: Safa, Sude, Zehra, Süleyman), mobile communication tools (p: Songül, Şermin, s: Serra, Leman, Zehra), information book (s: Safa, Sude) and staff meetings (s: Sude, Leman, İrem). For this purpose, Ms. İrem said,

"All our psychologist friends and we individualist teachers were gathering in the teachers' room under the chairmanship of our education coordinator. We were discussing a student every week... Everyone was suggesting methods, we were having a great exchange of ideas... The exchange of ideas in those weekly meetings was very very useful. (s: Ms. İrem, 558-570)".

The participants' views on how cooperation takes place, with whom, in which environments and when they cooperate constitute the subtheme of active components. Families mostly defined cooperation as providing information and guidance regarding education/treatment by the teacher or physiotherapist responsible for their child's special education services.

Most of the staff stated that the cooperation process was occured in natural context, during breaks, in coincidental encounters, and that they cooperated more frequently with other staff that has the same profession with them. At this point, the staff defined the cooperation they establish with their colleagues as providing information about the child's development and what is being done during the lesson. Thus, they stated that they communicate with their colleagues in case of need in order to obtain information in line with the needs of children with special needs and to plan the education process. Parents, on the other hand, said that they mostly communicated with the staff responsible for the education/treatment of their children.

Families' Participation, Responsibilities and Needs

The subthemes in this theme are: family characteristics, participation and needs. Family characteristics is a subtheme that includes the statements of the participants about families being open to learning and development. The characteristics of the families are effective in the education/treatment processes (p: Derin, Şermin, s: İdil, Safa, Sude, İrem, Süleyman, Alper, Gökhan, Eda, Serra, Zehra, Leman). For example, the socioeconomic levels of families, their attitudes, and their efforts to support their children's development are effective. Participation of families in the education/treatment process is an issue expressed by almost all participants (p: Nihal, Songül, Şermin, İlker, Hale, Yeşim and all participating staff). Family needs are expressed as the child's educational process, the personal development of the parents, and financial and psychological support. Ms. Derin, one of the two parents (p: Derin and Hale) who expressed their views on the need for psychological support, said, "... if we had the chance to go to the psychologist regularly, for instance... When you go to the psychologist, people think that... You know, "Are you sick?" Like, you have something missing. But sometimes things happen that... especially if you are a person of this age, if you live in this age, I think it is a necessity. A need in every sense (Ms. Derin, 958-964)".

Early Childhood Special Education

Under the theme of ECSE, there are subthemes of opinions on early childhood, obtaining information about the needs of children with special needs, and expectations. Most of the participants (p: Songül, Derin, İlker, s: İdil, Safa, Serra, Sude, Eda, Leman, Gökhan, Zehra) expressed their opinions about early childhood. For example, it was expressed that early childhood is a critical period and that early diagnosis is effective in education and treatment processes. Teacher Ms. İdil, on the other hand, used the expression "... parents are the key point" when talking about the importance of parents in the early periods.

The subtheme of obtaining information about the needs of children with special needs is expressed under two titles. The first is from who and how families reach the information about the needs of their children; and the second is the training received by the staff for children with special needs in early childhood. Families defined the resources they obtained information about the needs of their children as doctors (p: Nihal, Songül, Derin, İlker, Hale, Yeşim), teachers (p: Nihal, Şermin, Hale), and close environment (p: Derin, Şermin). They also stated that they learned through personal efforts and research (p: Derin, Şermin, Yeşim). For example, Ms. Şermin, who stated that she obtained information through her personal efforts, said; "... I follow some accounts on Instagram... I follow things about down syndrome on other pages. I mean, how we should play with them, how they develop. I get information from them, I try to apply it at home... (Ms. Şermin, 78-87)".

In the expectations subtheme, families expressed their expectations about their children's development. Parents expect support for their children in terms of self-care skills and language skills (p: Yeşim, Şermin, Hale), physical skills (p: Nihal, Songul), and development of social skills (p: Şermin, Derin, İlker, Yeşim).

Staff Working In ECSE Services

Under this theme, the opinions of the participants about prevocational education (all of the participating staff), professional development (p: Nihal, Derin, İlker, Hale, Yeşim and all of the participating staff) and the obstacles they face in their professional lives (p: Derin, p: İdil, Safa, Sude, Alper, İrem, Zehra, Süleyman) were discussed. Staff stated that undergraduate education should include more practical experience and that the curriculum in the field of special education should be expanded. Especially the staff who graduated from outside the field of special education (dietitian, physical education teacher, nurse, etc.) stated that they had difficulty in this field because they did not take any courses related to special education in their undergraduate education. About this, dietitian Ms. Serra said, "Special fields should be given importance in undergraduate education... We, for example, as a special group, saw nutrition in the elderly, nutrition in the worker group, but you know, there should definitely be a curriculum about the presence of special individuals."

Institution Characteristics In ECSE Services

The subthemes under the institution characteristics theme in ECSE services are: access to legal rights (p: Yeşim, s: İdil, Sude, Leman, İrem), determinants of the service process (all participants), management and support (p: Şermin, İlker, Yeşim, Derin, s: İdil, Safa, Serra, Sude, Eda, Mert, Zehra). The staff stated that the functioning of the institution they work in is in accordance with the law and their personal rights are safeguarded. Parents also stated that they trust the institution for this reason. In this regard, Ms. Yeşim, a mother, said that this institution made her feel safe and that's why she preferred it. Ms. İrem, one of the participants who expressed an opinion about her legal rights (s: İdil, Sude, Leman, İrem), said:

"...We learned that we have many rights after we started here. We learned about child allowance, travel and food allowance, MLA (Minimum Living Allowance) here and these rights were given to us in a very nice way without us even demanding them" (Ms. İrem 1090-1095).

Opinions and Suggestions

This theme consists of two subthemes: monitoring and evaluation in special education services (p: Derin, Nihal, Şermin, İlker, Hale, Yeşim and all of the participating staff) and adaptation to unusual situations (p: Derin, İlker, Hale, s: İdil, Safa, Serra, Sude, Eda, Leman, Zehra). The participants of the research expressed their opinions and suggestions regarding legal regulations, evaluation process, functioning of services, provision of opportunities, cooperation, professional development and social approach. They emphasized that more cooperation should be provided in special education services (p: İlker; s: İdil, Süleyman, Leman, İrem, Mert, Serra). In this regard, participant Mr. İlker, a father, said:

"The education of children with special needs should be supported more. This can recover in some way in adults, but not in children. That's why there needs to be more cooperation and support in education for children... at least that's what I expect..." (Mr. İlker 445-451).

In brief, six main themes and 18 subthemes that constitute the findings of the study revealed that the cooperation process includes many components. Staff and families emphasized the need for cooperation but reported limitations to cooperation. Most of the staff stated that cooperation occurred randomly. The different characteristics of families are a factor that affects their participation in the process. In addition, families frequently expressed their opinions in line with their needs. These needs are stated as educational, economic and psychological support. Participants have a common view on the importance of ECSE services. The staff expressed that their needs for professional development continue throughout the undergraduate process and their professional lives. Finally, it has been understood that institution characteristics also have an important place in ECSE services.

Discussion

The first theme that stands out in these research findings is cooperation. Cooperative work is a necessity for children with special needs. It is especially important for staff from different fields to work together in the cooperation process (Anthony & Campbell, 2020; Friend et al., 2010). The literature supports that children's development is positively affected in educational environments where cooperation is adopted (Elçi, 2019; Turner, 2017). The findings of the study revealed the importance of cooperation in the early stages, but participants mentioned the existence of some obstacles to cooperation. For example, the limitation in in-house communication and debriefing is an obstacle for parents (Researcher's diary, page 5). Mereoiu et al. (2016) emphasized that parents experience a sense of distance from communication with the staff during special education processes. Another qualitative research finding that cooperation between families and experts is not sufficient also revealed the limitations of cooperation, especially in the evaluation process (Dayı et al., 2022). It is understood that parents need more communication with the service staff in the cooperation processes. Indeed, effective communication, common understanding and coordinated work are important for cooperation (Anthony & Campbell, 2020; Ebersöhn et al., 2007). Staff spoke about the importance of colleague support in cooperation. Coughlin (2017) stated that team members' lack of cooperation, and misunderstanding of roles due to trust or respect issues constitute obstacles to cooperation. Another obstacle was determined as busy working hours. Studies reveal that busy working hours prevent cooperation (Blask, 2011; Morgan, 2016; Özsoy, 2019). The second biggest obstacle to cooperation is the time problem (Blask, 2011). The cooperation process requires certain roles such as establishing and maintaining communication, acting professionally, and being flexible (Farrish, 2017). However, when roles and responsibilities are not understood, perception of cooperation and attitudes are negatively affected (Damasco, 2013). In addition to facilitating team building and team members' learning, cooperation requires the sharing of knowledge, skills and methods with team members (Kritikos & Bimaum, 2003). This requirement can only be fulfilled by having enough time.

The findings reveal that cooperation is unplanned, based on need and as a result of coincidences (Elçi, 2019; Venianaki & Zervakis, 2015). This situation is thought-provoking about how stakeholders define cooperation. Another notable finding is that cooperation is mostly maintained between the people from same professional groups. Teachers stated that they maintained their communication with other teachers who have the same profession as them more confidently and comfortably (Cahill & Mitra, 2008; İlgar & Topaç, 2013; Özsoy, 2019). However, ECSE is a field that requires the coordinated work of different professional fields. It is important for the staff to meet frequently with different professional groups and exchange information. In addition to exchanging information, it also includes processes such as making joint decisions, setting goals, making plans to achieve those goals, and solving encountered problems. Parents often cooperate with staff who provide direct services to their children. The reason for this situation can be explained by the need of parents for staff support (Bayraklı, 2016; Mereoiu et al., 2016). Verbal communication was identified as the most frequently used cooperation tool. Electronic student tracking system, mobile communication tools, information notebook where written notes are taken by the staff, development and evaluation meetings are also intermediary factors that facilitate the cooperation process. Akın (2019) designed and developed an electronic performance support system for ECSE since it is challenging to prepare separate files and reports for each child. He argued that this would make it easier for families and teachers to follow up. Morgan (2016) also suggested using Google Docs, Google Hang Out, virtual planning, and other technological resources to facilitate cooperation. Studies indicating that mobile communication tools support special education studies (Akın, 2019; Bayraklı, 2016; Cabielles-Hernandez et. al, 2017) support the findings of this study. In addition, the use of information notebooks included in the study was seen among staff and families in another study (Sönmez Kartal, 2015). Positive perceptions towards cooperation were also stated as a facilitating factor and this finding is similar to the findings of different studies (Anthony & Campbell, 2020; Coughlin, 2017; Mereoiu et al., 2016; Morgan, 2016). Another striking result of this study is the limited cooperation between institutions. Staff states that they do not have communication with other staff in different institutions such as counseling and research centers, general education schools that children attend, higher education institutions and hospitals, and therefore cooperation is not ensured. Parents act as bridges of communication between these institutions.

The second theme in the findings is the theme about families. Family characteristics were identified as a factor affecting cooperation. It is important for staff to know the families and their characteristics in terms of planning and implementation (McWilliam, 2010). Meeting the needs of the family in line with their characteristics is also crucial in achieving the expected application results and developing a common vision (Westmoreland et al., 2009). In this study, staff drew attention to the effects of the socio-economic levels of families. According to the staff, the participation of families with low socio-economic status is less. Different studies support that the socio-economic levels of families affect their participation (Damasco, 2013; Özsoy, 2019). According to the findings, the participation of families is limited to being informed at the end of the session. One of the reasons for this may be that staff have difficulty working with families during the education/treatment processes. Therefore, the staff may not be encouraging family participation enough. Another reason may be that the meaning that staff and parents attribute to cooperation differs and that there is a need for information about what the requirements of the cooperation process are. While the process of providing information by phone, in addition to face-to-face information, is seen in both this and other studies (Akın, 2019; Bayraklı, 2016; Cabielles-Hernandez et. al, 2017), in his study examining family participation in support services, Tutuk (2018) similarly stated that the family is only informed at the end of the lesson.

The third theme, ECSE, was stated by the participants as an important period for their children's development. This consensus also prevails in the literature (Hughes-Scholes & Gavidia-Payne, 2019; McWilliam, 2010). Participants argued that children with special needs should have access to services as soon as possible. However, there are delays in early diagnosis and intervention due to limitations (Öztürk Ertem, 2005). Families are the most important stakeholders in the early stages and their approach is effective in early interventions (Diken et al., 2009; Douglas et al., 2019; Kars, 2017). Families need to know their children well, especially in order to identify their needs early (Guimond et al., 2008; Kars, 2017). The fourth theme that constitutes the findings is the theme of the staff working in the ECSE. The staff find the undergraduate education, curriculum and course content inadequate in terms of ECSE subjects. It was stated in this study that staff who graduated from different fields and work in special education services started their profession without having sufficient knowledge about individuals with special needs. Although the staff serving individuals with special needs perform assessments and interventions within their field expertise, they should make decisions together as a team. In fact, Lee et al. (2015) argued that personnel who receive training in special education provide services with a more inclusive approach. It is argued that the staff working in ECSE (such as educators, occupational therapists, physiotherapists, language therapists, psychologists, dietitians, doctors, social workers) should be prepared for the profession (Anthony & Campbell, 2020; Bricker et al., 2020; Norman, 2020). In brief, higher education programs should train candidates for their professional needs (Collier et al., 2015; Coughlin, 2017). There are also studies emphasizing that in-service training contributes to professional development (Elçi, 2019; Fakılı, 2019; Kayhan & Akçamete, 2018; Mereoiu et al., 2016; Rakap, 2017; Sivrikaya & Yıkmış, 2016). However, when the status of the staff receiving training about ECSE is examined, it is revealed that their experiences, needs and suggestions regarding cooperation are not affected. This situation suggests that the services provided are not sufficient in terms of cooperation content.

The fifth theme, institution characteristics, shows that the institutions that provide services are as important as the staff for the quality of the cooperation process. The institution where the study was carried out is found qualified by the participants with its different aspects (good physical characteristics, systematic inspection, qualified staff, additional services [sports, art, science,...], different occupational groups and the separation of education and training areas according to the type of requirement). Similarly, the literature draws attention to the contributions of the staff from different professions working together (Bricker et al., 2020; Elçi, 2019; Hamilton Jones & Vail, 2014). In addition, it is seen in this study and other studies that managers as well as staff are effective in ECSE (Bricker et al., 2020; Morgan et al., 2015). In the last theme, the opinions and suggestions of the participants were discussed. As in this theme, the participants' views on the employment of personnel are supported by the literature (Bricker et al., 2020; Tomris & Çelik, 2021). Suggestions for families to participate in the evaluation process were also emphasized in other studies (Collier et al., 2015; Dayı et al., 2022; Yurtsever, 2013). The cooperation of faculty members and special education staff in higher education institutions is supported in this and other studies (Özaydın, 2019; Tomris & Çelik, 2021). In addition, the view that technology should be integrated into education was similarly put forward in different studies (Clark, 2008; Karadeniz & Vatanartıran, 2015). Finally, the reflections of the changes experienced during the COVID-19 process have attracted attention in this study and the effects of this process have been reflected in other studies (Karahan et al., 2020). For example, Karahan et al. (2021) stated that mothers had difficulty coping with the problematic behaviors of their children with special needs during this period.

Conclusion

In conclusion, according to the findings of this study examining the experiences of stakeholders in cooperation processes in ECSE, families, private educational institutions and staff have a great impact on the continuation of cooperation. Cooperation was observed to occur in an unsystematic manner, such as communicating in random encounters. The need for policies that support cooperation is an important conclusion of this study. It is understood that the staff need theoretical and practical training to continue their professional development, especially in terms of ECSE. Another important conclusion reached is about the importance of family participation. The characteristics and opportunities of families directly affect the success of cooperation. The study determined that there is a need for legal regulations regarding employment and personal rights. Families, on the other hand, experience limited participation in their children's evaluation and placement processes. In addition, their children need information and support regarding their education and health rights.

Limitations and Recommendations

This study is limited to different field staff working in a special education and rehabilitation center and the parents of children with special needs who receive services from the center. Digital-based cooperation programs can be developed in ECSE that plan, implement and monitor staff-staff and staff-family cooperation. It is recommended to organize trainings that define cooperation and events that reinforce it. In addition, practical training can be provided between private educational institutions and universities under official protocols. It is also recommended that private educational institutions be improved in terms of gardens, playgrounds, sports, art and science activities. In addition, courses for children with special needs should be included in undergraduate and graduate education programs for qualified staff in ECSE. It is recommended that all institutions related to ECSE work in cooperation. For further studies; studies involving cooperation works between different institutions (such as university-private education institutions or hospital-private education institutions); focusing on a specific requirement area or a different age range; examining the obstacles to cooperation and solution suggestions can be planned.
