ABSTRACT
Access to justice in environmental matters is to ensure the possibility of involvement, responsibility, environmental protection, with tangible effects on economic and social life, both nationally and european. The compliance with environmental principles represent a guarantee of civil spirit manifestation and ethics in relation to the natural resources on which we have a moral obligation to ensure their sustainability over time.

INTRODUCTION
Knowledge of legal regulations on environmental protection at national and international involvement facilitates both responsible citizens and policy makers in managing environmental processes . Given that the ecological crisis worsens and the entire planet is feeling the effects of lack of sustainable approaches in the resources , knowledge and application of legal provisions on environmental protection are a must. Principles of environmental concerns related to the content of this paper on the one hand the importance of respecting the environment, as a matter of national interest and direct interaction of citizens with environmental regulations , which allow it to be established in an active , responsible and involved in managing environmental issues.
International Commission on Environment and Development concluded that the imperatives of the national strategy for sustainable development are :
* elimination of poverty in terms of satisfying the essential needs for jobs, food, energy , water, housing and health;
* ensuring an acceptable level of population growth and reduced uncontrolled population growth ;
* conservation and enhancement of natural resources , maintaining ecosystem diversity , monitoring the impact of the economy on the environment;
* decentralized forms of governance , increased participation in decision- making and unification of the environment and the economy ;
* reorienting technology and risk management105 .
United Nations Conference in Stockholm - June 1972 - place the first global conference on environmental protection involving representatives from 114 countries, including Romania .106
The main issues considered were:
* planning and management of human settlements to ensure the quality of the environment;
* environmental management of natural resources ;
* determining pollutants of international importance;
* development and the environment;
* educational issues , social and cultural aspects of environmental issues , including public on their
